Qualifications

• Bachelor's degree in Procurement, Supply Chain, Logistics, Business Administration, Finance or a related discipline.
• Minimum 8 years of procurement experience with proven managerial/leadership background.
• Hands-on logistics and supply chain industry experience strongly preferred.
• Strong understanding of logistics operations, cost structures and business requirements.
• Proven experience in project procurement and managing procurement for operational projects.
• Experience managing high-volume, large-scale vendor portfolios across categories.
• Strong knowledge of strategic sourcing, supplier management, cost optimization, budgeting and finance controls.
• Good understanding of contract terms, basic contract law, and commercial negotiation tactics.
• Strong leadership, analytical, negotiation and stakeholder management skills to guide a team.
• Fluent in spoken Mandarin and proficient in written Mandarin and English.

Responsibilities

• Develop and implement strategic procurement strategies aligned with business and logistics operational needs.
• Lead project-based purchasing including procurement for transportation, warehousing, facilities, equipment, services and other business projects.
• Manage a large and diverse vendor portfolio across sourcing, qualification, evaluation, performance management and relationship management.
• Drive cost optimization, competitive sourcing and commercial negotiations while maintaining quality and service standards.
• Manage procurement budgets, spending controls, cost analysis and financial planning to ensure efficient use of resources.
• Negotiate pricing, payment terms, service levels and commercial conditions with key suppliers and vendors.
• Apply knowledge of contract law and negotiation tactics to manage contractual and commercial risks.
• Establish and improve procurement policies, processes, controls and vendor governance for compliance and efficiency.
• Collaborate with Operations, Finance, HR and other departments to understand business requirements and deliver effective procurement solutions.
• Lead, coach and develop a team of procurement professionals, driving accountability and continuous improvement.
