Job summary

Jora Malaysia is seeking a strong, hands-on Operations Manager to own day-to-day manpower operations across Penang Mainland and Kedah. You will handle worker deployment, attendance, client satisfaction and recruitment coordination with an emphasis on proactive problem solving.

The ideal candidate will have 5+ years in manpower operations, with experience managing a large workforce and strong leadership. Expect to travel between Penang and Kedah and to drive continuous improvement with SOPs.

Qualifications

• Must have 5+ years in manpower supply, recruitment, outsourcing, factory HR or workforce operations.
• Experience managing a large workforce is highly preferred.
• Strong experience dealing with manufacturing/factory clients.
• Strong leadership and people-management skills.
• Excellent communication and problem-solving ability.
• Able to work independently and make decisions.
• Willing to travel between Penang Mainland and Kedah.
• Possess a valid driving licence and own transportation.
• Comfortable handling difficult conversations with both clients and workers.

Responsibilities

• Oversee day-to-day operations of workers deployed to client sites across Penang Mainland and Kedah.
• Monitor attendance, absenteeism, turnover, discipline and worker welfare.
• Ensure manpower requirements are fulfilled within agreed timelines.
• Coordinate worker replacement and deployment.
• Resolve operational issues quickly and effectively.
• Conduct regular site visits and maintain close contact with workers and client representatives.
• Act as the main operational contact for assigned clients.
• Build relationships with HR, supervisors and management teams.
• Understand client manpower requirements and operational challenges.
• Handle complaints and escalations professionally.
• Ensure clients receive consistent and reliable service.
• Identify opportunities to improve service quality and expand existing accounts.
• Work with recruitment to ensure vacancies are filled.
• Monitor recruitment pipelines and deployment targets.
• Lead and manage the operations team.

We are a growing manpower solutions company supporting manufacturing clients across Penang and Kedah.

We are looking for a strong, hands-on Operations Manager to take ownership of our day-to-day manpower operations across the region.

This is not a desk-bound HR role.

You will be responsible for making sure our operations run smoothly — from worker deployment and attendance to client satisfaction, employee issues, recruitment coordination and operational problem-solving.

The ideal candidate is someone who enjoys taking ownership, solving problems and leading people. You should be comfortable making decisions, dealing with factory clients and handling operational issues without needing to be told what to do at every step.

What You Will Own1. Manpower Operations

3. Recruitment & Deployment

• Work closely with the recruitment team to ensure vacancies are filled.
• Monitor recruitment pipelines and deployment targets.
• Identify bottlenecks affecting hiring and deployment.
• Ensure workers are properly briefed and prepared before deployment.
• Work with recruitment to maintain sufficient manpower pipelines for key clients.
• Lead and manage the operations team.
• Set clear targets, responsibilities and KPIs.
• Coach team members and hold them accountable for results.
• Improve operational processes and implement SOPs.
• Build a team that can solve problems without constantly escalating to management.

5. Problem Solving & Continuous Improvement

You will be expected to identify problems before they become major issues.

For example:

High absenteeism → Find the cause → Create a solution → Implement → Measure the result.

Client short of workers → Coordinate recruitment → Prioritise deployment → Communicate with client → Close the gap.

High worker turnover → Analyse the reason → Work with the team → Improve retention.

We want someone who doesn't simply report problems.

What We Are Looking ForMust Have

• 5+ years of experience in manpower supply, recruitment, outsourcing, factory HR or workforce operations.
• Experience managing a large workforce is highly preferred.
• Strong experience dealing with manufacturing/factory clients.

• Existing experience working with factories in Penang/Kedah.
• Experience in manpower outsourcing or recruitment agencies.
• Able to communicate in Bahasa Malaysia, English and Mandarin.
• Existing network within the manufacturing sector.
• Experience managing supervisors, recruiters or site coordinators.
• Strong understanding of attendance, worker retention and manpower deployment.
