Job summary

United Overseas Bank Limited (UOB) Innovation Hub 2 in Malaysia is seeking an experienced Test Program Manager to lead domain-wide testing strategies for quarterly releases and L3 support in financial services. You will oversee 20+ resources, manage budgets, vendor relationships, and ensure compliance with regulatory standards.

Qualifications

• Bachelor's degree in Computer Science, IT, or related field.
• 15+ years of software testing experience, with at least 5 in leadership managing large programs.
• Experience in financial services, core banking and cards systems.
• Experience managing multiple test managers and teams of 20+ resources.
• Strong budget, vendor, and performance management.
• Familiarity with Agile/Waterfall, test automation, and enterprise tools.
• Excellent stakeholder management and leadership.

Responsibilities

• Define and lead domain-wide test strategy, including functional testing and automation.
• Champion delivery of test services and ensure operational excellence across projects.
• Establish and monitor domain-wide quality metrics (defect leakage, test coverage).
• Review and approve test artefacts from service vendors.
• Communicate scope changes and drive impact planning with stakeholders.
• Ensure compliance with Test Governance Framework and audit readiness.
• Deliver executive-level reporting on test status and risk to management.
• Allocate shared test resources across projects based on priority.
• Conduct quarterly vendor performance reviews and manage relationships.
• Drive continuous improvement in testing processes, methodologies, and tools.
