1.Primarily responsible for the implementation of compliance risk management within an organization, and ensuring compliance programs throughout the organization are effective;
2.Assist Head of Legal and Compliance Risk in providing leadership, direction and integration of compliance risk management activities to fulfill organization needs and regulatory expectation;
3.Formation of compliance risk management plan within the team in promoting strong compliance culture as well as operational resilience so as to support the department’s agenda, organization’s vision, mission and corporate values;
4.Ensure effective implementation of compliance risk initiatives and on-going activities for compliance unit including other stakeholder(s) as may be identified to serve future needs;
5.Assist Chief Compliance Officer and Head of Legal and Compliance Risk in the coordination with other departments and external stakeholder(s) on the development of various compliance programs, policies, services and initiatives; and
6. Serve as the organization representative and advocate for excellence in compliance functions.
Key Responsibilities
- Ensure the bank’s overall compliance risk governance framework are aligned with group and regulatory expectations.
- Establish, develop and maintain appropriate governance and accountabilities in managing compliance risk of the bank which include relevant policies and procedures;
- Develop the yearly compliance review plan for execution based on the residual compliance risk profiles of the bank to ascertain the effectiveness and adequacy of the internal controls implemented by business and support unit, track and monitor on the timely closure of action plans from the business and support unit.
- Monitor the implementation of the compliance program
- Develop a holistic annual compliance risk management work plan that complements the bank’s strategic objectives; and
- Regular recalibration of compliance plan to adapt and respond to changes in regulatory landscape.
- Monitor the implementation of overall compliance risk management program as mandated;
- Oversee the identification and assessment of compliance risk within the bank. This includes establish and strengthening approaches in compliance risk identification, assessment, monitoring and reporting activities.
- Lead the implementation of effective compliance risk management measures in the bank, which include compliance risk self-assessment and appointment of compliance representative in the respective business and support unit;
- Oversee the internal compliance risk review and monitoring activities, including periodic compliance risk assessment in the Bank;
- Assess the adequacy of internal controls to manage compliance risk and promptly follow up on any identified deficiencies and plans to address such deficiencies;
- Ensure timely escalation of significant compliance risk incident to Chief Compliance Officer, where applicable to ensure immediate remediation action is initiated to mitigate the risk;
- Provide timely update to Head of Legal and Compliance Risk on potential compliance issue and risk assessment to make an informed judgement;
- Oversee timely reporting and escalation of compliance risk incident to relevant party including parent bank or regulator, when needed and is in accordance to standards and timeline given; and
- Assist Chief Compliance Officer in the coordination and management of review or inspection by internal and external stakeholder.
- Keeping Head of Legal and Compliance Risk informed on regulatory developments, its implication to the bank’s risk profile;
- Provide advisory and guidance to business and operation units on the interpretation of regulatory requirements and implementation of internal policies and procedures for the management of compliance risks relevant to the respective business and operation units to ensure alignment to all regulatory requirements; and
- Lead, participate and manage discussion with business and support units on advisory matter related to compliance risk and to implement relevant controls to reduce residual compliance risk profiles to ensure that compliance risk exposure of the bank is being identified and managed within the bank’s risk appetite.
Training and Awareness
- Reinforce compliance risk management culture in the bank by inculcating risk and compliance is everyone’s responsibilities;
- Provide training to improve 1st line of defense’s understanding of relevant laws and regulatory requirements;
- Ensure adequate level of awareness and knowledge capacity across all departments in relation to compliance risk;
- Lead and provide guidance on compliance risk management related areas to the team members as well as business and support units.
Human Resource Management
- Facilitate in building internal knowledge within the team so as to effectively identify and mitigate any existing or emerging compliance risk in the organization;
- Provide guidance and strategy to ensure effectiveness of overall compliance risk function; and
- Manage performance of the team to achieve performance objectives and continuously enhance overall performance.
- Any other duties and responsibilities as assigned by Chief Compliance Officer and Head of Legal and Compliance Risk from time to time.
Job Requirements
- Bachelor's degree or higher in Risk Management, Economics, Finance, Accounting or related fields.
- Minimum of 5 years of relevant professional experience.
- Managerial experience is highly preferred.
