Qualifications

• 7+ years in HR with 3+ years in a managerial or supervisory role, preferably in manufacturing.
• Strong knowledge of Malaysian employment legislation and compliance.
• Experience with foreign worker administration and payroll processes.

Responsibilities

Job description

Sunshine Penang is seeking a high-caliber Local Human Resource Manager to oversee factory operations in Penang while maintaining direct alignment with HQ (Sunshine Global Circuits). The role requires a strategic yet hands‑on HR leader capable of navigating Malaysian labor compliance, shop‑floor management, and cross‑cultural communication with HQ leadership. The key mission is to evolve HQ policies with Malaysian manufacturing operations, ensuring legal compliance, operational discipline, and workforce efficiency.

Key Responsibilities

Oversee end‑to‑end HR operations and employee lifecycle, from onboarding through separation and exit management.

Lead recruitment activities for approved vacancies, ensuring timely hiring and manpower fulfilment.

Oversee factory HR operations in Penang, including shop‑floor workforce management, employee relations and daily HR matters.

Manage employee relations, disciplinary cases, grievances, performance matters and workplace issues, with appropriate escalation of complex cases.

Manage foreign worker administration, including workforce planning, documentation and compliance requirements.

Ensure compliance with Malaysian employment legislation, including the Employment Act 1955, Industrial Relations Act 1967, EPF, SOCSO and EIS requirements.

Manage payroll inputs, attendance, leave, benefits, employee records and other HR-related documentation.

Implement and maintain HR policies, SOPs, processes, internal controls and performance management systems.

Support manpower planning, headcount fulfilment, employee retention and organisational changes in alignment with business requirements.

Maintain HRIS, recruitment dashboards, trackers, HR metrics and management reports.

Ensure HR documentation, records and processes are maintained accurately and in accordance with audit requirements.

Supervise and guide the HR team, ensuring timely and accurate delivery of HR operational requirements.

Partner with HQ HR and management on workforce planning, HR initiatives, policy implementation and organisational matters.

Provide practical HR advice and support to management, line managers and employees across all levels.

Ensure proper documentation, handover, follow-up and closure of HR matters.

Job Requirements

Minimum 7 years of HR experience, with at least 3 years in a managerial or supervisory role, preferably in a manufacturing/factory environment.

Bachelor's Degree in Human Resources, Business Administration, Law or equivalent.

Strong hands‑on experience in HR Operations, Employee Relations and end‑to‑end Recruitment.

Proven experience handling disciplinary, grievance, performance and employee relations cases independently.

Strong knowledge of Malaysian employment legislation and statutory compliance.

Experience in payroll inputs, attendance, leave, benefits, employee lifecycle and HR documentation.

Experience managing foreign workers and shop‑floor workforce operations is an advantage.

Strong understanding of HR governance, policies, SOP implementation and internal controls.

Experience with HRIS/HR systems and HR reporting.

Experience supervising an HR team and driving HR deliverables to completion.

Strong stakeholder management skills, with the ability to work effectively with management, HQ HR, line managers and employees at all levels.

Fluent in English and Bahasa Malaysia; Mandarin proficiency is required.

Hands‑on, accountable, organised and detail‑oriented, with strong follow‑through — not purely administrative.

Experience in the electronics/manufacturing industry will be an added advantage
