AtkinsRéalis, a world-class engineering services company, is seeking an experienced HSE officer to oversee health, safety and environment practices at our Johor Bahru operations. The successful candidate will ensure DOSH compliance and foster a strong safety culture.

You will lead HSE programs, perform risk assessments, conduct audits and training, and liaise with regulators like DOSH. This role requires leadership, clear communication, and a proactive, continuous-improvement mindset.

Qualifications

• Experience as an HSE officer with DOSH compliance.
• Knowledge of OSHA 1994 and DOSH regulations is preferred.
• Experience with HSE management systems and documentation.

Responsabilités

• Lead and manage HSE policies, procedures, and programs in compliance with DOSH regulations.
• Serve as Safety & Health Officer (SHO) and liaison with DOSH and regulators.
• Ensure compliance with OSHA 1994 and subsidiary regulations.
• Develop, maintain, and improve the HSE Management System and reporting.
• Conduct risk assessments, hazard identification, incident investigations, and CAPA.
• Lead audits, inspections, and regulatory visits.
• Plan and deliver HSE training and toolbox talks.
• Lead emergency preparedness, drills, and continuous improvement initiatives.
• Prepare statutory reports and HSE performance reviews.
• Communicate with internal and external stakeholders (management, employees, regulators).
• Mentor site HSE teams and promote a proactive safety culture.

Job Description

Overview

We are seeking an experienced HSE officer to oversee, implement, and continuously improve Health, Safety & Environment (HSE) practices at our Johor Bahru operations. The successful candidate will act as the authority on HSE compliance, ensuring full adherence to Malaysia’s DOSH legal requirements while fostering a strong safety culture across the organization.

Your role

• Lead and manage all HSE policies, procedures, and programs in compliance with DOSH (Department of Occupational Safety and Health) regulations.
• Serve as the site Safety & Health Officer (SHO) and primary point of contact with DOSH and other regulatory bodies.
• Ensure full compliance with Occupational Safety and Health Act (OSHA 1994) and all applicable subsidiary regulations.
• Develop, implement, maintain, and continuously improve the HSE Management System, including documentation, records, and reporting.
• Conduct and oversee risk assessments, hazard identification, incident investigations, and corrective/preventive actions.
• Lead internal and external audits, inspections, and regulatory visits.
• Plan and deliver HSE training, toolbox talks, and awareness programs for employees and contractors.
• Lead emergency preparedness and response planning, drills, and continuous improvement initiatives.
• Prepare and submit statutory reports, HSE performance reports, and management reviews.
• Communicate effectively with internal stakeholders (management, employees, contractors) and external stakeholders (DOSH, clients, authorities).
• Actively promote a proactive safety culture and provide leadership and mentoring to site HSE teams.

• Strong leadership and decision-making ability.
• Excellent communication skills, with the ability to engage and influence both internal and external stakeholders.
• High level of competence in writing HSE reports, procedures, and statutory documentation.
• Well-versed in hazard analysis, risk assessment, incident investigation, and root cause analysis.
• Ability to work independently while effectively collaborating with cross-functional teams.
• Strong attention to detail with a proactive and solution-oriented mindset.

Preferred (Added Advantage)

• Experience working in large-scale projects or multinational environments.
• Familiarity with ISO standards such as ISO 45001 and ISO 14001.
• Experience managing contractors and multiple stakeholders on-site.
