Position Summary:
Partner with the HR/ER-IR Lead to strengthen employee relations and workforce management across P1 and P2. The role provides hands‑on leadership in employee relations, disciplinary and grievance management, direct labour staffing, foreign worker and hostel governance, third‑party employment agency management, audit/compliance readiness and key external stakeholder engagement. The HR Manager is expected to combine strong people‑management capability with sound HR judgement, ensuring operational continuity, legal/customer compliance and timely resolution of workforce issues.
Primary Functions:
Lead day‑to‑day Employee Relations support across P1 and P2, including investigations, counselling, disciplinary cases, grievances and manager advisory.
Provide governance and oversight for Direct Labour staffing, foreign worker management, hostel compliance and third‑party employment agencies (TPEA).
Support management on HR policy, workforce issues, employee conduct, absenteeism, tardiness and workplace conflict.
Partner with Operations leaders and employees to identify concerns early, drive practical resolution and support a stable employee‑relations environment.
Represent or support the Company in dealings with relevant government and external stakeholders, including Labour Department and Industrial Relations authorities, as assigned.
Ensure HR processes and records meet applicable legal, RBA, customer, audit and internal‑control requirements.
Coach and guide HR team members to strengthen capability, accountability and continuity.
1. Employee Relations & Disciplinary Management
Manage employee relations cases from preliminary fact‑finding through counselling, show‑cause, warning, Domestic Inquiry support and case closure.
Conduct or lead investigations into misconduct, workplace conflict, absenteeism, tardiness and other employee‑relations matters.
Advise line managers on fair, consistent and properly documented application of disciplinary processes.
Manage grievance intake, investigation, follow‑up and closure; monitor themes and recommend preventive actions.
Support difficult or sensitive employee cases and escalate high‑risk ER/IR matters to the HR/ER‑IR Lead.
Maintain accurate ER documentation, case trackers and management updates.
Build effective working relationships with employees, supervisors and managers across P1 and P2.
Provide practical coaching to managers on employee handling, communication, conduct and workplace issues.
Identify emerging employee concerns and work with stakeholders on early, constructive resolution.
Support employee engagement activities and communication initiatives relevant to workplace relations.
Oversee end‑to‑end Direct Labour recruitment for local and foreign‑worker hiring in line with approved manpower requirements.
Guide job advertising, screening, interviews, offers, onboarding, internal job opportunity processes and post‑onboarding feedback.
Work with hiring managers and agencies to ensure timely staffing and appropriate candidate matching.
Monitor hiring status, headcount requirements and recruitment turnaround time.
Oversee foreign worker administration and employee‑support matters throughout the employment lifecycle.
Ensure hostel/accommodation arrangements comply with applicable legal and customer requirements, including Act 446 requirements where applicable.
Coordinate hostel and accommodation audits, corrective actions and relevant documentation.
Engage agencies, employees and relevant authorities on foreign‑worker matters, including immigration/employment administration as required.
Manage and govern relationships with third‑party employment agencies supporting local contingent workers and foreign workers.
Review agency compliance with contractual, statutory, payroll, EPF, SOCSO, grievance and documentation requirements.
Support agency audits, performance reviews, scorecards, corrective‑action follow‑up and contract‑governance activities.
Partner with Procurement and Finance on agency‑related controls, cost review and improvement actions.
6. Audit, Compliance & Reporting
Support compliance with applicable Malaysian labour requirements, internal policies, ISO, RBA and customer standards.
Prepare and maintain HR documentation required for internal, customer and external audits.
Monitor relevant HR metrics and prepare periodic reports on employee relations, hiring, workforce issues and compliance status.
Drive timely closure of audit findings and HR process gaps within assigned scope.
7. External Stakeholder & Government Engagement
Support engagement with relevant government departments, agencies and external stakeholders on workforce and employee‑relations matters.
Maintain professional working relationships with Labour Department, Industrial Relations authorities and other relevant agencies, as assigned.
Support government workforce initiatives, reporting requirements and collaboration programmes where applicable.
8. Team Development & General Management
Provide guidance, coaching and technical support to HR team members.
Promote cross‑functional collaboration with Operations, Procurement, Finance, EHS, Security and other stakeholders.
Drive continuous improvement in HR processes, controls and service delivery.
Comply with environment, security, health and safety requirements.
Perform other responsibilities assigned by the Immediate Superior.
Minimum Qualifications:
Bachelor’s Degree in Human Resources, Industrial Relations, Business Administration, Behavioural Science or a related discipline.
Minimum 7 years of relevant experience in HR, people management, employee relations, workforce management or equivalent management experience.
Demonstrated ability to interact effectively with employees, supervisors and management at different levels.
Preferred Qualifications / Competencies:
Strong people‑management, employee‑engagement and stakeholder‑management capability.
Working knowledge of Malaysian employment and industrial‑relations practices; exposure to foreign‑worker and accommodation requirements is an advantage.
Knowledge of RBA and customer compliance requirements is an advantage.
Experience in manufacturing or a high‑volume operational environment.
Strong judgement, investigation, problem‑solving, communication and influencing skills.
Ability to learn new HR technical areas quickly and operate effectively in a fast‑paced environment.
Demonstrated ownership, integrity, follow‑through and ability to lead cross‑functional improvement initiatives.
