Job summary

A leading operational management company in Malaysia is seeking a Head of Operation to lead plant operations and ensure a reliable chilled water supply. The ideal candidate should possess a Bachelor's Degree in Engineering and have 8–10 years of experience in managing utility or large-scale systems. Responsibilities include developing procedures, compliance oversight, and operational efficiency improvements. Responsibilities

  • Lead and manage all plant operations for reliable chilled water supply.
  • Establish and improve standard operating procedures and policies.
  • Ensure compliance with statutory requirements and ISO standards.
  • Plan manpower, shifts, overtime, leave, training, and competency for 24/7 operations.
  • Build a high-performance operations team through coaching and succession planning.
  • Oversee collection, validation, and maintenance of operational data and KPIs.
  • Review monthly operational and performance reports to management.
  • Manage electrical peak demand, loading strategy, chiller sequencing, and energy cost optimisation.
  • Drive OPEX reduction initiatives without compromising safety or reliability.
  • Lead plant improvement, optimisation, and digitalisation initiatives including feasibility studies.
  • Provide input for CAPEX planning, asset lifecycle management, and system upgrades.
  • Act as the primary operational interface with customers, regulators, and emergency teams.
  • Lead incident response and root-cause analysis during plant upsets or outages.

Overview

Head of Operation

Responsibilities
  • Lead and manage all plant operations, ensuring continuous, safe, and reliable chilled water supply to customers.
  • Establish, implement, and continuously improve standard operating procedures, operational policies, and best practices.
  • Ensure full compliance with statutory requirements, contractual obligations, ISO standards, and HSE policies.
  • Plan and manage manpower deployment, shift rosters, overtime, leave, training, and competency development to support 24/7 operations.
  • Build a high-performance operations team through coaching, performance management, and succession planning.
  • Oversee the collection, validation, and maintenance of operational, energy, and performance data.
  • Analyse plant efficiency, energy consumption, system losses, and other related KPI items, then implement corrective actions where required.
  • Review, endorse, and submit monthly operational and performance reports to the management.
  • Manage electrical peak demand, plant loading strategy, chiller sequencing, and system optimisation to minimise energy cost.
  • Identify and drive OPEX reduction initiatives without compromising reliability or safety.
  • Initiate, evaluate, and lead plant improvement, optimisation, and digitalisation initiatives, including feasibility studies and business plan case studies.
  • Provide technical input for CAPEX planning, asset lifecycle management, and system upgrades.
  • Act as the primary operational interface with customers, regulators, internal stakeholders, and emergency response teams.
  • Lead incident response, system recovery, and root-cause analysis during plant upsets, outages, or emergencies.
Qualifications and Experience
  • Minimum Bachelor’s Degree in Engineering (Mechanical / Electrical / Electromechanical engineering or equivalent)
  • Master’s Degree in Engineering, Energy, or Management is an added advantage.
  • Minimum 8–10 years of experience in Operations & Maintenance of utility plants, district cooling systems, power plants, or large-scale M&E systems.
  • Minimum 3–5 years in a managerial or leadership role.
  • Proven experience managing 24/7 operations, critical infrastructure, and multi-disciplinary technical teams.
