Job description

Responsibilities

• Human Capital Management and HSSE Policies – Ensure staff training, qualification, and competency in accordance with ICT/CAMS standards, HSSE requirements, and provide technical support and advice to other departments.
• Customer Service Oriented – Develop and deliver customer service excellence, ensure ICT service delivery meets client charter or agreed service levels, manage ICT-related issues and complaints, and maintain good rapport with internal and external stakeholders.
• Financial Management – Ensure budget adherence, monitor and control OPEX and CAPEX, manage operational costs, monitor outsourced contractors’ performance, and ensure efficient operational and maintenance budgeting.
• Asset Management Services – Ensure KPI achievement, closely monitor site work performance and safety standards, ensure accurate hospital asset registration in CAMS, and manage stock items for effective ICT planning and execution.
• SOP – Develop, implement, enforce, review, and update SOPs, operational and maintenance policies, and ensure effective record management systems.
• Signatory Authority – Authorize approval of work orders for PPM, breakdown maintenance, and corrective maintenance upon completion.
• Safety, Health, Environmental and Quality Management System Compliance – Ensure full compliance with all regulatory and statutory requirements related to Biomedical Engineering Services, including but not limited to:
• Act 737 (Medical Device Act)
• Radiation Protection Regulations
• MSQH Standards
• Ministry of Health (MOH) guidelines
• OEM recommendations
• Internal Concession Agreement (CA) requirements
• Risk Assessment – Oversee proper risk assessments (HIRARC/JHA) for all biomedical-related tasks and ensure complete documentation.
• Technical & Regulatory Advisory – Provide expert advice to hospital management, consultants, and authorities on biomedical equipment performance, lifecycle planning, and regulatory compliance.
• Safety and Quality Culture – Promote and maintain a strong culture of safety and quality within the BEMS team.
• Additional Duties – Perform any additional tasks assigned from time to time.

Qualifications and Requirements

• Bachelor degree in Biomedical Engineering or related field.
• Minimum 8 years of working experience in related field; candidate from medical and healthcare industry will be an added advantage.
• Knowledgeable in medical equipment is preferable.
• Excellent problem solving and leadership skill, good communication and negotiation skills.
• Creative and good analytical thinking skill.
