Job summary

Executive Recruiters Malaysia is seeking a seasoned policy and financial controls professional to lead formulation and implementation of financial policies, internal controls, and board reporting. The role covers IFRS-compliant accounting, risk management, and budget oversight.

The incumbent will guide cross-functional teams, ensure compliance with regulatory standards, and partner with Senior Management to drive governance and strategic initiatives across the organization.

Responsibilities

  • Initiate and direct the formulation and implementation of financial policies and accounting procedures in consultation with Senior Management.
  • Develop/amend, in consultation with Senior Management, and obtain approval on corporate policies and procedures governing collections, receipts, custody, control and disbursement of funds and securities, choice and use of depositories, and extension of credit; ensure implementation of and compliance with such policies.
  • Initiate, direct and monitor the development of appropriate systems and procedures to ensure provision of required financial information to the Board and Senior Management.
  • Monitor internal compliance with financial policies and accounting procedures.
  • Ensure ongoing reporting to the Board on compliance with all relevant policies and procedures.
  • Provide financial and accounting control, ensuring the integrity of internal controls and accounting information in compliance with IFRS, and maintaining the integrity of the General Ledger, payables, receivables, bank reconciliations, and Oracle data and information.
  • Monitor and report to the Board on risk management activities including administration of insurance policies.
  • Recommend and obtain approval on the amendment of risk management policies and procedures.
  • Contribute to and provide context/reconciliation of matters for tax returns. Review final submitted taxation filings and ensure reconciliations are made to figures provided in the accounts.
  • Review VAT returns being submitted to ensure filing is done by the deadlines and in line with regulations.
  • Review and monitor the effectiveness and objectivity of the auditor(s), taking into consideration relevant local and internationally recognized professional and regulatory requirements.
  • Monitor the preparation, review and submission of the proposed annual budget in consultation with Senior Management and manage preparation of management information reports related to performance, compliance, tax, insurance, budget, internal control and risk management, presenting these to the Board.
  • Conduct ongoing reviews of the financial performance of various departments/sections and investigate and report deviations from stated budgets and operational plans.
  • Assist the process of approval of the O&M budget for the operating asset by analysing and commenting on key drivers.
  • Provide guidance and ensure that all relevant project reports are completed in a comprehensive, accurate and timely manner, and comply with international principles of corporate governance and standards, and shareholder requirements.
  • Ensure regular and ad-hoc management reports are produced periodically for internal and corporate requirements.
  • Provide required financial analysis and deliver assistance in the process of evaluating exit options.
  • Review the financial model and relevant documents available in the data room and provide input to the team handling the investment appraisal.
  • Manage staff and teams by overseeing performance management, recruitment, training and development to ensure high levels of engagement and competence and a motivated work environment.
  • Direct and ensure appropriate succession plans are in place for key positions within the team.
  • Contribute to the management of change through own team by providing inputs for and partaking in change initiatives, programs and projects, taking into account international leading practices and changes in standards and the business environment.
  • As and when required, ensure that relationships with service level providers are managed smoothly and effectively.
  • Develop and maintain strong and effective relationships with all relevant stakeholders to ensure interests are safeguarded whilst delivering on overall plans.
  • As and when required by management, represent the project in local and international platforms.
  • Adhere to applicable information security policies and procedures and identify and report security incidents and suspected weaknesses to the appropriate point(s) of contact.
  • Protect assets under care (e.g. laptops and other devices) and information/credentials against unauthorized access, sharing, and/or damage/loss, in accordance with the Information Classification and Handling Procedure.
  • Clear desks of all sensitive material and log off/lock workstations at the end of the day and when leaving desk for a prolonged period, in accordance with Acceptable Usage Policies.
  • Ensure not installing, copying or modifying any software on company equipment without authorization.
  • Participate (when requested) in QHSE audits, office inductions, incident reporting and review of QHSE performance as applicable.
