Job summary

BINASAT COMMUNICATION BERHAD is hiring a Permitting & Approvals Coordinator to manage permit applications for fiber optic infrastructure. You will liaise with local authorities, utilities and government agencies to secure timely approvals and ensure compliance with permit conditions.

Ideal candidates have 5–8 years in telco or civil construction permitting, read technical drawings, and possess strong communication, negotiation, and organizational skills.

Qualifications

• Minimum 5–8 years of relevant experience in telco, fiber optic, civil construction or infrastructure permitting
• Experience dealing with local authorities and securing permits/approvals for fiber optic or civil works
• Good understanding of PBT/local council submission and approval processes
• Able to read and understand technical drawings, particularly fiber optic route, HDD, trenching and road crossing drawings
• Excellent communication and interpersonal skills, with the ability to interact professionally with people at all levels, from site personnel and subcontractors to engineers, management and government/local authority officers
• Strong negotiation, coordination and follow-up skills
• Good problem-solving skills and ability to resolve authority-related issues independently
• Well organised and able to manage multiple permit applications and project locations simultaneously
• Proficient in Microsoft Office, especially Excel and Word; AutoCAD knowledge is an advantage
• Willing to travel to local authorities, project sites and stakeholder offices when required

Responsibilities

• Manage and coordinate all permit applications and approvals with local authorities (PBT), JKR, utility owners and relevant government agencies for fiber optic infrastructure projects
• Liaise and maintain good working relationships with local authority officers to ensure smooth and timely approval of permits
• Follow up closely on pending submissions, respond to authority comments and coordinate revised submissions where required
• Review and understand fiber optic route drawings, civil/HDD drawings, road crossing plans and reinstatement drawings to ensure compliance with authority requirements
• Coordinate with Project Managers, Engineers, Designers, Site Teams and subcontractors to resolve permitting and technical issues
• Attend meetings, site inspections and discussions with authorities and other stakeholders
• Maintain accurate records and trackers for permit applications, approvals, expiry dates and outstanding issues
• Identify potential approval delays and take proactive action to avoid impact on project schedules
• Ensure all construction activities comply with approved permits and authority conditions
