The Manager, Facilities Management Operations & Engineering is responsible for managing campus facilities operations and engineering services at Taylor's University, ensuring operational efficiency, regulatory compliance, asset optimisation and a safe, well-maintained campus environment.
KEY RESPONSIBILITIES
- Manage the day-to-day facilities management operations of the campus through effective practices, processes and control systems.
- Oversee mechanical and electrical (M&E) building services, including preventive and corrective maintenance, to minimise downtime and ensure the reliability of campus facilities and equipment.
- Ensure effective utilisation of the Computerised Maintenance Management System (CMMS) for facilities management operations, maintenance planning and reporting.
- Plan and conduct periodic operational audits covering technical M&E services and non-technical services, including housekeeping, pest control and landscaping, to ensure regulatory compliance and continuous improvement.
- Monitor the performance and quality of outsourced facilities management contracts to ensure campus facilities, equipment and landscaping are properly maintained.
- Benchmark facilities operating costs against Group facilities and industry standards and identify opportunities for greater operational efficiency.
- Coordinate, implement and monitor energy conservation and energy efficiency initiatives, including initiatives to reduce the organisation's carbon footprint.
- Provide regular management updates on major facilities management concerns, challenges, risks and improvement initiatives.
- Implement effective preventive maintenance programmes to ensure the efficient upkeep and optimal performance of campus facilities.
- Support asset optimisation through effective operating and capital control systems.
- Ensure the safe, efficient and compliant operation of electrical and mechanical systems and equipment.
- Conduct regular assessments and audits to ensure facilities and equipment are properly maintained and in good working condition.
- Support the Project Management team in overseeing campus projects, renovation works and related facilities requirements.
- Oversee and coordinate event set-up requirements for the Lakeside Campus.
- Oversee facilities management matters for the Sg. Buloh Medical School.
- Ensure facilities management administration and processes comply with company policies, contractual obligations, regulatory requirements and ISO standards.
- Bachelor's degree in Mechanical Engineering, Electrical Engineering or a related engineering discipline.
- A qualification in Facilities Management or Energy Management will be an added advantage.
Related Experience
- Minimum 5-8 years of relevant experience in Integrated Facilities Management, preferably with experience overseeing a team of engineers and technicians.
- Experience in the education, hospitality, healthcare, banking or other service-related industries will be preferred.
- Strong knowledge and experience in implementing engineering standards and facilities management practices.
- Strong knowledge of mechanical and electrical building services and facilities maintenance.
- Strong analytical, troubleshooting and root cause analysis skills.
- Good knowledge of facilities management processes, procedures and best practices.
- Familiarity with local building by-laws, regulatory requirements and compliance standards.
- Strong knowledge and experience in energy conservation and energy efficiency initiatives, with experience in carbon footprint mitigation being an advantage.
- Experience in conducting energy efficiency audits.
- Knowledge of green building technologies and sustainability practices will be an added advantage.
- Ability to read and interpret engineering drawings.
- Experience in FM audits, particularly M&E-related audits.
- Strong planning, prioritisation and time management skills.
- Good interpersonal, communication and stakeholder management skills.
