MVC Resources is seeking a seasoned Facility Manager to lead the safe, reliable operation of a manufacturing site in Malaysia. You will drive utilities maintenance, EHS systems, security, and soft services while maintaining strict compliance with local regulations.
With at least 15 years in a similar role, you will manage budgets, contractor performance, and asset documentation, delivering continuous improvements and minimising downtime in a complex industrial setting.
Reporting directly to the General Manager , the Facility Manager holds overall site accountability for the safe, secure, reliable, and compliant operation of the manufacturing facility. This role provides strategic leadership and daily execution across plant utilities, preventive maintenance programs, Environmental Health & Safety (EHS) systems, emergency preparedness, physical plant security, and contracted soft services. The incumbent acts as the primary technical authority to minimize plant downtime, manage operational risks, and maintain full statutory compliance under Malaysian regulatory frameworks.
Lead the safe operation, routine inspection, preventive/predictive maintenance, and lifecycle planning for all plant infrastructure, buildings, and critical industrial utilities.
Oversee the continuous operation and optimization of facility systems, including electrical power distribution, mechanical installations, chillers, HVAC, compressed air networks, industrial water treatment, plumbing, temperature/humidity controls, and integrated building automation systems.
Formulate and execute structured preventive and predictive maintenance regimes, asset master registers, critical spare-parts management strategies, and equipment replacement plans to eliminate unplanned operational interruptions.
Track facility reliability and performance through key metrics—including equipment availability, downtime analysis, maintenance completion rates, energy consumption trends, and contractor performance SLAs—leading root-cause investigations for recurring system anomalies.
Ensure site operations and plant infrastructure strictly comply with all applicable Malaysian statutory codes, permits, operating licenses, and environmental/safety regulations (DOSH/JKKP, DOE, Bomba, Suruhanjaya Tenaga, and Local Municipal Councils).
Drive the site EHS management framework to proactively identify facility hazards, conduct comprehensive risk assessments, implement engineering controls, and close audit/inspection findings within agreed timelines.
Enforce Safe Systems of Work across all internal operations and outsourced projects, including Permit-to-Work (PTW), Lockout/Tagout (LOTO), electrical safety, working at height, hot work, and contractor management.
Lead site emergency preparedness and business continuity planning, managing fire protection system readiness, regular evacuation drills, emergency utility isolation protocols, and incident reporting.
Direct site security operations and outsourced guard-force performance, overseeing CCTV networks, automated access controls, perimeter intrusion systems, and visitor/vehicle tracking.
Conduct periodic physical security assessments, investigate site breaches or incidents, and enforce asset protection controls to safeguard personnel, property, and confidential assets.
Supervise soft services and environmental support partners—including industrial cleaning, landscaping, pest management, scrap handling, and scheduled waste management—to maintain site presentation and environmental hygiene standards.
Plan, budget, and deliver facility upgrading, infrastructure enhancement, energy-conservation, and statutory compliance projects from engineering scoping through tender review, execution, and handover.
Manage operational (OPEX) and capital (CAPEX) facility expenditures, vendor contracts, service-level agreements (SLAs), and purchase requisition workflows to ensure cost containment.
Maintain accurate engineering documentation, including as-built drawings, operations/maintenance manuals, statutory permits, inspection certifications, and audit-ready maintenance records.
Education: Bachelor’s Degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, Facilities Engineering, or a related technical discipline.
Work Experience: Minimum 15 years of progressive experience in facility and plant utility management within a manufacturing or complex industrial operational environment.
In-depth engineering knowledge of medium/low-voltage electrical distribution, chillers, industrial HVAC, compressed air systems, fire protection networks, industrial plumbing, water treatment, and building monitoring systems.
Demonstrated track record managing structured preventive/predictive maintenance frameworks and computerized asset management systems.
Solid command of Malaysian statutory requirements governing industrial buildings, machinery, fire protection, occupational safety, and environmental protection.
Hands-on experience enforcing PTW, LOTO, contractor safety protocols, hazard assessments, and industrial emergency response systems.
Proven capability in managing multi-disciplinary maintenance crews, security teams, third-party contractors, and annual facility budgets.
Strong project management, commercial negotiation, and analytical problem-solving skills.
Language & Communication: Fluent spoken and written English and Bahasa Malaysia.
Certifications: Professional engineering registrations (BEM) or competency certifications in facility management, safety (SHO/CePSWaM), fire safety, or energy management are added advantages.
