Job summary

Fairview International School seeks a senior project commissioning leader to direct onshore/offshore commissioning and start-up activities across multi-project development efforts. You will lead, strategize, and coordinate across internal teams and with the Owner to ensure reliable execution.

The role requires 10–15 years in the power plant industry, with proven leadership in mega projects, pre-commissioning, commissioning, and start-up, plus familiarity with PCMS software such as OCMS, PIMS,

Qualifications

• Degree in Engineering or equivalent.
• 10–15 years in Power Plant Industry with senior capacity.
• Experience leading mega projects and onshore pre-commissioning, commissioning and start-up activities.
• Familiarity with project construction sequences, quality and HSE aspects.

Responsibilities

• Lead and manage overall CSU deliverables, execution plans, and commissioning protocols across project phases.
• Coordinate troubleshooting commissioning and start-up issues for onshore/offshore facilities.
• Ensure compliance with Project Owner and COMPANY guidelines, including HSE regulations (DOSH, BOMBA, etc.).
• Drive Start-Up alignment sessions with Asset Operating Unit and oversee commissioning readiness.
• Oversee governance programs, system completion, turnover, and punch listing.
• Manage internal and external stakeholders and provide guidance to Owner.

Job description

Qualifications

• Minimum Degree in Engineering or equivalent
• Minimum 10-15 years of working experience in Power Plant Industry with at least 10 years working as similar capacity and position.
• Experience lead in mega projects or facilitate various aspects of onshore pre-commissioning, commissioning and start-up activities.
• Experience in project construction work sequence, quality, HSE aspect.
• Familiar in various aspects in integrating upstream multiple projects scales such infill, rejuvenation, modification, redevelopment etc.

Competency/Skill

• Lead and manage the overall Project CSU Deliverables, Key Activities and Execution Plan i.e., Plan & Procedures, Commissioning Quality, Systemization, Commissioning Safety, Commissioning Protocol, etc. throughout project phases
• Lead and/or coordinate troubleshooting commissioning and start-up issues for onshore/offshore facilities.
• Ensure Project, Owner and COMPANY guidelines and standards related to commissioning. This included HSE requirements, statutory laws and regulation i.e., DOSH, BOMBA, Competent Persons, etc.
• Drive and/or lead Smooth Start-Up Program (SSP) and able to conduct Start-Up Alignment/syndication session with Asset Operating Unit
• Drive and/or lead the execution of Commissioning and Start-Up of the Facilities until Performance Test Run
• Endorse and/or approve Commissioning Readiness & Activity Checklist, Commissioning & Start-Up Schedule and Sequence
• Drive and/or lead Assurance/Governance Programs, System Mechanical Completion & Turn-over and Punch Listing
• Manage stakeholders (internal & external) and performance reporting. Able to provide guidance and advice as required to Owner.

Accreditation / Certification / Software to perform the function

• Preferable to have experience in Project Completion Management System (PCMS) software i.e., OCMS, PIMS, WinPCS, OMEGA, Go CCMS etc. Job Purpose (Summarize briefly for job position) : * Lead, strategize and manage overall onshore commissioning related activities during various project phases from conceptual, detail design, construction, pre-commissioning, commissioning and start-up for all development projects undertaken by PD&T in line with company policy/objectives to ensure reliable and successful implementation that is critical to project execution and operation needs.
