Job summary

Exentec Services Malaysia Sdn. Bhd. is seeking an experienced EHS Training Specialist in Penang to develop and manage comprehensive training programs for employees, contractors, and visitors. You will lead Train-the-Trainer initiatives and ensure competency across projects.

Responsibilities include maintaining training records, coordinating with project teams, and driving compliance with Malaysian OSH regulations. Strong coaching, reporting, and documentation skills are essential.

Qualifications

• Minimum qualification of SPM, Diploma or Bachelor's in Occupational Safety & Health, Environmental Management, HR Development, Engineering, Education or related field.
• Must be registered with DOSH as a Certified Train-the-Trainer (TTT); SHO certification and other EHS certifications are an advantage.
• Minimum 3 years of experience in EHS training, competency management, or safety-related functions.
• Strong knowledge of Malaysian OSH regulations, OSHA 1994, and EHS standards.
• Experience in implementing EHS management systems and site compliance requirements.

Responsibilities

• Organize all mandatory safety, health, environmental, and project-specific training.
• Ensure all personnel complete required EHS training before site mobilization.
• Develop and implement Train-the-Trainer programs to build internal capability.

• Maintain employee and contractor competency matrices and ensure high-risk activity competency.
• Support ISO 45001 and ISO 14001 compliance, audits, and training records.

Job description

Conduct EHS induction and orientation training for new employees, contractors, and visitors.

Deliver EHS training, toolbox talks, safety briefings, and awareness programs.

Coordinate client-specific training requirements and site access training.

Monitor daily training attendance and participation.

Verify employees possess the required training and competency before starting work.

Training Records & Compliance

Maintain training records, competency matrices, certificates, and attendance registers.

Monitor training validity and certification expiry dates.

Update training databases and compliance trackers.

Ensure training documentation remains current and audit ready.

Workforce Competency Development

Conduct competency assessments and evaluate training effectiveness.

Identify training gaps and recommend corrective actions.

Provide coaching and guidance to employees and supervisors on EHS requirements.

Support the development of internal trainers and subject matter experts.

Reporting & Communication

Prepare daily, weekly, and monthly training status reports.

Coordinate with project teams regarding upcoming training requirements.

Follow up with departments and subcontractors on training compliance issues.

Support EHS campaigns and employee engagement activities.

RESPONSIBILITIES:

EHS Training Program Management

Develop, implement, and maintain EHS training programs in accordance with company, legal, and client requirements.

Organize and coordinate all mandatory safety, health, environmental, and project-specific training programs.

Ensure all employees, contractors, and subcontractors complete required EHS training before site mobilization.

Train-the-Trainer (TTT) Program

Develop and implement Train-the-Trainer (TTT) programs to build internal training capability.

Train, coach, and mentor supervisors, safety personnel, and departmental representatives to become competent trainers.

Evaluate trainer effectiveness and training quality through assessments and observations.

Standardize training materials and delivery methods across projects.

Competency Management

Establish and maintain employee and contractor competency matrices.

Monitor qualification, certification, and authorization requirements.

Identify competency gaps and develop training improvement plans.

Ensure personnel performing high-risk activities meet competency requirements.

Leadership & Team Coordination

Lead and coordinate EHS training activities across projects and departments.

Work closely with Project Managers, Construction Managers, Supervisors, HR, and EHS personnel to ensure workforce competency.

Act as the focal point for all EHS training and competency matters.

Support management in achieving EHS performance objectives and compliance requirements.

Promote a positive safety culture and continuous learning environment throughout the organization.

Compliance & Audit Support

Ensure compliance with Occupational Safety & Health legislation, client requirements, and company procedures.

Support implementation and maintenance of ISO 45001 and ISO 14001 management systems.

Participate in internal audits, external audits, and client inspections.

Maintain all training records and supporting documents in audit-ready condition.

Monitor training effectiveness through feedback, workplace observations, and performance indicators.

Recommend improvements to training systems and competency programs.

Support incident investigations by identifying competency and training-related causes.

Contribute to the continuous improvement of EHS performance and workforce capability.

QUALIFICATIONS:

Minimum qualification of Sijil Pelajaran Malaysia (SPM), a Diploma or Bachelor's Degree in Occupational Safety & Health, Environmental Management, Human Resource Development, Engineering, Educationor a related field.

Must be registered with the Department of Occupational Safety and Health (DOSH) as a Certified Train-the-Trainer (TTT), NIOSH Safety & Health Officer (SHO) certification (advantage) and First Aid, Incident Investigation, or other EHS-related certifications.

Minimum 3 years of experience in EHS training, competency management, workforce development, or safety-related functions.

Strong knowledge of Malaysian OSH regulations, OSHA 1994, and EHS standards.

Experience in implementing EHS management systems and site compliance requirements.
