Job summary

China State Construction Engineering Corporation in Malaysia is seeking a Cost Planning & Budget Control specialist to prepare and maintain project budgets, target costs and cost plans in line with project requirements.

You will establish cost structures, monitor costs against budgets, and produce monthly cost reports, forecasts and EACs, working closely with project teams to manage cash flow and ensure financial discipline.

Qualifications

• Bachelor’s degree or above in Quantity Surveying, Construction, Finance or related discipline.
• 2–5 years of relevant experience in construction cost management, cost estimation or quantity surveying.
• Proficiency in WBS/CBS, budgeting, target costing, cash flow management.
• Proficiency in Glodon and ability to perform manual quantity calculations for verification.
• Strong analytical, communication and problem-solving skills, with attention to detail.

Responsibilities

• Cost Planning & Budget Control: prepare and maintain project budgets, target costs and cost plans.
• Establish cost structures, codes and responsibility centres for effective monitoring.
• Monitor costs against approved budgets and identify variances and risks.
• Cost Monitoring & Reporting: maintain cost records, prepare monthly reports, forecasts, cash flow analyses and EAC.
• Quantity Measurement & Cost Assessment: perform quantity take-offs with Glodon and verify quantities against drawings and specs.
• Final Account & Project Close-Out: support Final Account preparation and cost reconciliation.
• Cross-Functional Coordination: coordinate with project, commercial, procurement and finance teams on cost-related matters.
