SEPCO3 is seeking a skilled Civil Construction Engineer to join our Perlis project team for a 750MW gas-fired plant. You will lead on-site civil works from piling and foundations through to final structure completion and handover, ensuring compliance with international standards and contract specs.

The role requires 6+ years in civil construction, with 3+ on-site in large industrial projects, and strong experience with MS, BS/EN, JKR guidelines.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• 6+ years in civil construction, including 3+ on-site in large industrial projects.
• Experience interfacing between EPC contractors, Employers, and Consultants is highly preferred.
• Strong familiarity with MS, BS/EN standards, and JKR guidelines.
• Fluent in English; Bahasa Melayu is preferred; Mandarin/Chinese is a plus for team collaboration.

Responsibilities

• Oversee on-site civil construction (piling, foundation, main structures) and implement the ITP.
• Coordinate Witness Point and Hold Point inspections with Employer and Consulting Engineer; manage as-built documentation.
• Review construction drawings, conduct technical briefings, and manage cross-discipline interfaces.
• Oversee subcontractors, monitor schedules, safety practices, and quality; prepare weekly/monthly progress reports.
• Ensure operations comply with Malaysian regulations (DOSH, OSHA 1994) and project standards.

**About the Role:**We are seeking a skilled and experienced **Civil Construction Engineer** to join the **SEPCO3** project team for a 750MW Gas-fired Combined Cycle Power Plant Project in **Perlis, Malaysia.** This role is responsible for the technical and quality management of on-site civil works from piling and foundations through to final structure completion and project handover. You will act as a key technical anchor, ensuring all civil construction meets international engineering standards, contractual specs, and local regulatory requirements.**Key Responsibilities:*** **Site & Quality Management:** Oversee the technical and quality aspects of on-site civil construction (piling, foundation, main structures). Formulate and execute the Inspection and Test Plan (ITP).* **Inspections & Documentation:** Coordinate directly with the Employer and Consulting Engineer to complete vital Witness Point (W) and Hold Point (H) inspections. Manage the comprehensive submission and eventual handover of all as-built engineering documents.* **Interface Coordination:** Review construction drawings, conduct technical briefings, and manage the cross-construction interfaces between civil, mechanical, electrical, and equipment disciplines to eliminate schedule bottlenecks.* **Subcontractor Oversight:** Participate in the integrated management of subcontractors regarding their construction schedules, safety practices, and quality of work. Prepare and submit detailed weekly and monthly progress reports.* **Compliance & HSE:** Ensure all on-site operations strictly comply with Malaysian construction, safety, and environmental regulations (including DOSH and OSHA 1994).**Requirements & Qualifications:*** **Education:** Bachelor’s degree or above in Civil Engineering or a related engineering discipline.* **Experience:** 6+ years of total civil construction experience, featuring at least 3 years on-site handling large industrial infrastructure (e.g., power plants, combined cycle gas turbine projects). Experience interfacing between EPC contractors, Employers, and Consultants is highly preferred.* **Technical Standards:** Strong familiarity with Malaysian Standards (MS), British Standards (BS/EN), and JKR guidelines.* **Core Competencies:** Proficient in reviewing shop drawings, writing construction method statements, handling Request for Information (RFI) submissions, managing setting-out/settlement monitoring, and material incoming inspections.* **Software Skills:** Highly proficient in AutoCAD, MS Project (or Primavera P6), and Microsoft Excel.* **Languages:** Fluent in English (capable of leading technical meetings and writing formal correspondence).
