MeHow Medical (M) Sdn Bhd in Penang, Malaysia is seeking a Senior C&B and Payroll Specialist to design compensation structures, oversee annual salary reviews, and manage end-to-end payroll.
You will ensure statutory compliance, coordinate with HQ and Finance, lead a small team, and drive cost control and budgeting for payroll and headcount.
• Design, review and administer compensation structures (salary scales, grading, bonus/incentive schemes).
• Conduct salary benchmarking and market surveys to ensure pay competitiveness.
• Manage annual salary review, increment and bonus calculation exercises.
• Administer employee benefits (medical, insurance, allowances, leave entitlements).
• Liaise with medical/ insurance vendors for group benefits renewal and claims processing.
• Support job evaluation, job grading, and manpower budgeting/headcount planning.
• Prepare annual headcount forecasts/budget calculations.
• Implement and maintain the HR payroll-related system.
• Liaise with HQ and Finance to ensure accurate and timely monthly payroll processing.
• Advise HR Business Partners and management on C&B-related matters and policy interpretation.
• Manage end-to-end monthly payroll processing, including salary computation, statutory deductions, allowances, overtime, and reimbursements.
• Calculate overtime (OT), shift allowances, and production incentives/bonuses in line with company policy and the Employment Act.
• Process payroll changes arising from new hires, resignations, transfers, promotions, and salary adjustments.
• Manage manual and Excel-based calculations that fall outside the current semi-auto payroll system (e.g., ad-hoc adjustments, OT reconciliation, shift allowance workings).
• Maintain accurate working files and reconciliation schedules to support monthly payroll sign-off.
• Identify discrepancies between system-generated and manually computed figures, and resolve before payment.
• Ensure timely and accurate statutory submission of EPF, SOCSO, EIS, PCB (MTD).
• Prepare year-end statutory filings, including Borang E and EA forms.
• Monitor and interpret updates to the Employment Act and related labour regulations affecting payroll.
• Prepare, consolidate, and manage the annual payroll and HR operating budget, including salary costs, statutory contributions, bonuses, increments, and headcount planning.
• Partner with Finance to forecast and track monthly/quarterly payroll cost against budget.
• Analyze variances between budgeted and actual payroll costs, providing explanations and corrective recommendations.
• Support annual salary review, bonus, and increment budgeting exercises with data analysis and costing simulations.
• Provide payroll cost inputs for headcount planning and workforce budgeting.
• Prepare payroll reports, headcount reports, and cost center allocations for management and finance.
• Reconcile payroll general ledger entries with the finance team.
• Prepare bank files and coordinate salary disbursement.
• Support internal and external audits on payroll-related matters
• Ensure compliance with company policy and labour law.
• Maintain and update payroll SOPs and internal controls, including documentation of current-state processes for HQ/vendor reference.
• Act as the site-level SME during HQ's payroll system vendor selection and evaluation process.
• Provide input on current process pain points, data requirements, and local statutory/reporting needs.
• Participate in User Acceptance Testing (UAT) once a system is selected.
• Support data migration and validation, including historical payroll data, employee master data, and year-to-date figures.
• Conduct parallel-run comparisons between the old and new systems during the transition period to verify accuracy prior to go-live.
• Support change management and training for HR/payroll staff following system roll-out.
• Lead, supervise and mentor 2 HR subordinates handling C&B and payroll-related tasks.
• Assign, prioritize, and review the team's daily workload to ensure accuracy and timely completion.
• Provide on-the-job training and guidance to build subordinates' technical and functional capabilities.
• Conduct performance reviews, set KPIs and support career development plans for team members.
• Act as the first point of escalation for the team's queries and issues, providing coaching and problem-solving support.
• Foster a collaborative, accountable, and compliance-driven team culture.
• Act as backup for subordinates' responsibilities during absences to ensure business continuity.
• Respond to employee queries relating to salary, claims, and deductions.
• Liaise with government bodies (EPF, SOCSO, LHDN, Immigration Department) on payroll and foreign worker matters.
• Liaise with HQ, regional teams, and the appointed payroll system vendor throughout the transition project
