Plan, organise and execute supervision of assigned banking institutions (BIs), including domestic banking groups, locally incorporated foreign banks, development financial institutions, and digital banks to ensure the BIs operate in a safe and sound manner, and there is no unanticipated amber BIs. This includes implementing risk proportionate supervision based on the 'zero disruptive failure' (0DF) framework.

Undertake surveillance on BIs to ensure their safety and soundness. This entails monitoring and identifying material risks and assessing BIs’ business model and risk profile and risk management practices, as well as governance and work culture.

Support horizontal surveillance and assessment of key risk areas to identify emerging macro-level risks.

Administer legal and regulatory requirements through timely processing of applications, and consistent enforcement of laws and regulations (e.g. Financial Services Act 2013 (FSA2013), Islamic Financial Services Act 2013 (IFSA2013)) and policies and standards issued by Bank Negara Malaysia (the Bank).

PRINCIPAL ACCOUNTABILITIES (Key responsibilities and tasks that the role performs)

1. Perform continuous surveillance of assigned BIs to ensure their safety and soundness:

Monitor and assess emerging risks, vulnerabilities and developments affecting the BIs, taking into consideration their business models, strategies, operating environment and risk profiles.

Undertake peer benchmarking and horizontal/thematic reviews to identify emerging trends, outliers and potential supervisory concerns.

Assess Bis’ compliance with legal and regulatory requirements and recommend appropriate remedial and enforcement actions to address any identified breaches or non-compliances.

Escalate and communicate supervisory concerns on timely basis, and recommend appropriate supervisory, intervention or resolution measures to address the identified risks and issues.

2. Perform annual assessment on Bis’ Composite Risk Rating (CRR) in accordance with the approved supervisory processes/framework:

Analyse and assess Bis’ risk profile, covering credit, liquidity, market, operational and other material risks vis‑à‑vis their business models, strategies and operating environment.

Assess effectiveness of Operational Management (OM) [first line of defense] and Risk Management Control Functions (RMCF) [second and third lines of defense], including governance arrangements, risk and compliance culture, and risk management and oversight practices.

Assess adequacy and resilience of BIs capital, liquidity and earnings, and form an integrated and forward‑looking supervisory view to support the determination of CRR and supervisory priorities.

3. Assess applications from BIs to ensure compliance with the applicable laws and regulations and provide appropriate and timely recommendations to Management, in accordance with internal SOP and approving authorities of the Bank.

4. Maintain strong collaboration internally and externally to exchange views, provide feedback/inputs, identify new developments and best practices to enhance supervisory methodology and processes.

5. Undertake administrative functions and other ad‑hoc assignments.

6. Pursue self‑development to fulfil corporate and personal goals.

QUALIFICATIONS

Academic qualifications: At least, a Bachelor degree or professional qualifications either in accounting, economics, banking, finance, law, risk management or information technology.

Experience: Minimum 2 years of relevant working experience. Experience in financial supervision, financial sector, auditing (including IT audit) or risk management.
