You will establish risk-based supervision priorities, align with domestic and international regulatory developments, and drive continuous improvement of supervision tools, processes and governance.

Qualifications

  • Bachelor's Degree in IT, Computer Science, Information Security, Engineering or related field.
  • Professional qualification/postgraduate studies relating to IT, Cybersecurity or Risk Management.
  • CISA, CISM or CISSP certification.

Responsibilities

  • Define and continuously enhance the technology and cybersecurity supervision strategy aligned with regulatory objectives, organisational priorities and market developments.
  • Establish risk-based supervision priorities for intermediaries, taking into account emerging threats, innovation, digitalisation trends and systemic interdependencies.
  • Ensure alignment of supervisory approach with domestic and international regulatory developments, supervisory expectations and market resilience objectives.
  • Establish and approve supervision frameworks, methodologies, standards and quality benchmarks for technology and cybersecurity oversight.
  • Oversee consistency, objectivity and defensibility of supervision outcomes across the department, ensuring compliance with regulatory requirements, governance standards and professional practices.
  • Drive continuous improvement of supervision tools, processes and methodologies to enhance effectiveness, efficiency and risk sensitivity.
  • Provide oversight of technology and cybersecurity examinations, thematic reviews and sector-wide assessments conducted on market intermediaries.
  • Review, validate and endorse material supervisory findings, risk assessments and supervisory expectations.
  • Oversee monitoring of remediation actions and ongoing supervisory issues, ensuring timely escalation and effective handling of unresolved high‑risk or systemic concerns.
  • Report and update senior management on material technology, cybersecurity and systemic risks affecting intermediaries and the broader capital market.
  • Provide expert recommendations on supervisory responses, corrective actions, enforcement or escalation considerations.
  • Support regulatory and organisational decision‑making through supervision insights, risk trends and forward‑looking assessments.
  • Serve as the primary liaison for intermediaries' senior management on technology and cybersecurity risk matters.
  • Participate in engagements with regulators, industry forums and consultation platforms.
  • Contribute to policy development and market‑wide initiatives to strengthen technology governance, cyber resilience and systemic risk management.
  • Coach, mentor and develop team members on technical, regulatory and professional competencies.
  • Promote continuous learning, knowledge sharing and professional excellence.
  • Encourage collaboration across departments to support integrated risk management and effective supervisory outcomes.

Job Purpose

To provide strategic leadership, oversight and direction over technology and cybersecurity supervision of securities and derivatives intermediaries, safeguarding market integrity, financial stability and investor confidence.

Accountable for establishing a robust, risk-based technology supervision framework, overseeing supervisory execution and quality, and advising senior leadership on material technology, cyber and systemic risks affecting the Malaysian capital market, with the objective of upholding fair and orderly markets and strengthening industry-wide operational resilience while minimising systemic vulnerabilities.

Define and continuously enhance the technology and cybersecurity supervision strategy aligned with regulatory objectives, organisational priorities and market developments.

Establish risk-based supervision priorities for intermediaries, taking into account emerging threats, innovation, digitalisation trends and systemic interdependencies.

Ensure alignment of supervisory approach with domestic and international regulatory developments, supervisory expectations and market resilience objectives.

Key Responsibilities
  1. Technology Supervision Strategy & Direction
    • Define and continuously enhance the technology and cybersecurity supervision strategy aligned with regulatory objectives, organisational priorities and market developments.

    • Establish risk-based supervision priorities for intermediaries, taking into account emerging threats, innovation, digitalisation trends and systemic interdependencies.

    • Ensure alignment of supervisory approach with domestic and international regulatory developments, supervisory expectations and market resilience objectives.

  2. Governance, Framework and Quality Assurance
    • Establish and approve supervision frameworks, methodologies, standards and quality benchmarks for technology and cybersecurity oversight.

    • Oversee consistency, objectivity and defensibility of supervision outcomes across the department, ensuring compliance with regulatory requirements, governance standards and professional practices.

Job Requirements
Academic Qualifications & Certifications
  • Bachelor's Degree in IT, Computer Science, Information Security, Engineering or related field.

  • Professional qualification/postgraduate studies relating to IT, Cybersecurity or Risk Management.

  • CISA, CISM or CISSP certification

  • CISA/CISM/CISSP certification.

Experience
  • 10-15 years' experience in technology risk, cyber supervision or IT audit.

  • Leadership experience in technology supervision, IT examinations, cyber incident oversight or crisis management.

  • Good understanding of the Malaysian capital market and relevant laws and regulations.
