We are seeking an organized, proactive professional with negotiation skills to join our team as a Purchasing Agent. This position is key to ensuring the efficient supply of all the resources necessary for the office's operations. You will be responsible for managing the entire purchasing cycle, from supplier selection and negotiation to the review of commercial contracts and regulatory compliance, including monitoring the REPSE registry.

Responsibilities
The following duties are typical of the position, but are not all encompassing. Responsibilities include those required to deliver quality service on schedule and within budget in a team environment.
- Operate as company subject matter expert on Mexico related procurement requirements and develop/update processes and procedures, terms and conditions, and other supporting legal documentation as necessary.
- Work with vendors to negotiate commercial terms.
- Identify and develop strategies for cost savings/reductions.
- Prepare and maintain reports on items such as minority business sourcing.
- Implement, maintain and manage purchasing software and other ancillary systems/programs.
- Assist in the development or enhancement of purchasing policies and controls.
- Ensure compliance with established purchasing procedures.
- Mitigate company and/or client risk through the creation and/or verification of legal compliance in service contracts.
- Manage supplier performance.
- Administer the operation and continual improvement of the procurement system.
- Develop, arrange, organize, and conduct staff training or meetings for systems, policies, and procedures.
- Coordinate and procure purchased items and services, ensuring procedures are followed.
- Develop new vendor sources. Conduct the selection and qualification of vendors.
- Maintain vendor files and evaluations.
- Implement automated purchasing and requisition system and maintain proper approval documentation.
- Assist in the development and review of purchase contracts and maintain contract file.
- Obtain quotations/proposals on goods and services per purchasing procedures.
- Process and maintain purchase order file and quotations.
- Prepare bid evaluation summaries.
- Expedite delivery of orders, shop drawings, and record documents to meet project deadlines.
- Ensure accurate information is maintained in purchasing database.
- Coordinate purchasing activities with internal staff.
- Work with clients to learn client systems and train internal team members in their use.
- Maintain cooperative relations with vendors.
- Maintain liability insurance files, confidentiality files, and contract-pricing files related to purchases.
- Assist in negotiating major capital and long-term contracts with requestors.
- Ensure compliance with REPSE requirements and support contract execution.
- Oversee compliance with personal data protection and information security regulations, including policy implementation, updates, and risk mitigation.
- Monitor internal and external audits, including requests from authorities at all government levels (including REPSE).
- Support and utilize tools for legal file preparation, organization, and control per client/vendor requirements.
Qualifications
Bachelor’s Degree in Business Administration or related field with three (3) or more years of purchasing experience or Associate’s Degree with four (4) or more years of legal/Mexican commercial agreements experience (e.g., service contracts, legal-commercial compliance). Proficient in office software. Excellent verbal and written communication and negotiation skills. Bilingual in English and Spanish, with strong communication skills in both.
