Job Description
The main functions of this position will be the following, without being limited to:
- Develop the Project Master Plan together with the project team; schedule, budget, and resources
- Identify and establish project objectives, key milestones, and deliverables
- Coordinate with stakeholders to align project objectives and expectations, as well as the validations and authorizations required during all project stages
- Scope management; ensure compliance with the established scope to keep the project within the time and cost set by the client.
- Design management; supervise and ensure that the design development is carried out in strict compliance with scope, cost, time, and quality
- Resource management; assign and coordinate personnel, equipment, and materials, ensuring the availability of technical and financial resources
- Communication management; act as the main point of contact between the client and the project team (including the PMO team, STE, and suppliers), ensuring compliance with the client’s requests and requirements
- Risk management; identify risks during all project stages to design mitigation strategies, monitor risks throughout the project development
- Quality management; ensure that the project meets design specifications, construction techniques, safety regulations, hygiene, environmental, and operational standards
- Budget control; ensure that the project remains within the authorized budget throughout all development stages, promptly reporting any potential budget deviations and presenting a cost overrun mitigation strategy to facilitate decision-making for the airport
- Change control; manage changes that arise during all project stages, ensuring that no changes are made without prior authorization from the client
- PMD compliance; take necessary actions to meet the annual and five-year PMD 2025-2029 requirements
- Supervision and control; ensure the proper fulfillment of the functions and responsibilities of the PMO and STE teams, guaranteeing that the construction stage is carried out in strict compliance with scope, cost, time, and quality
- Processes and procedures; ensure the implementation and proper compliance with the processes, procedures, and formats established by the client
- Project closure; coordinate the project handover, ensuring that all contractual requirements for closure are met
Qualifications
- Minimum of 15 years in infrastructure projects performing:
- Project management for at least the last 5 years
- Design and inspection of works
- Knowledge of the legal and technical regulations governing the field of design and construction
- BIM methodology
- Project management according to PMI, PMBOK, or similar standards
- PMP certification (desirable)
- Knowledge of Lean methodology
- Knowledge of airport operations
- Knowledge of international and national regulations for the design and operation of aerodromes
- High-level planning
- Cost and budget management
- Budget control
- Contract administration
- Knowledge and proficiency in tools such as: Revit, AutoCAD, BIM360, Neodata/Opus, MS Project/Primavera, MS 365 Suite
