JOB DESCRIPTION
Position Summary :
The position will be responsible for ensuring compliance with US and Mexican Customs regulations for Regal Rexnord’s maquiladora operation in Cd. Juarez, Chihuahua . This includes but is not limited to: HTS Classification, Valuation, Origin Management, Annex 24 and Annex 3 0 control, Fixed Assets controls, Broker management as applicable , transaction auditing, recordkeeping, policies and procedures, and related training
Major Responsibilities:
Subject matter expert for all aspects of Customs compliance related to Mexican maquiladora operations .
Consistently review any law or regulations changes and their impact to the operation. Communicate to stakeholders accordingly.
Maintain up-to-date automated accounting of all trade cargo data (imports, bills of materials, and exports) to ensure inventories in the Annex 24 match ERP system and physical inventories.
Ensure the equipment in the plant is kept under control per regulations, matched to an import pedimento and tagged accordingly.
Establish and maintain proper controls to keep a healthy Annex 30 statement and reporting.
Appropriate tracking of materials as they leave and return to the plant , including sub-maquila compliance.
Maintain the IVA e IEPS , CIVA and CTPAT/ OEA certifications
Ensure virtual transactions are properly recorded in Annex 24 and are compliant with regulations, including inter-plant shipments.
Keep control of waste and scrap, as well as the method of disposal.
Ensure the accuracy of trade data in the Trade Compliance system s .
Properly qualify products under USMCA/T-MEC for inter-company and customer exports and run an annual solicitation campaign, aiming to 100% response rate
Maintain an evergreen database of all imported and exported material numbers to include HTS classification, Country of Origin and USMCA qualification indicator to share with brokers and freight forwarders and for proper declaration to the authorities.
Establish an effective process to work with internal Customs brokerage ( Apoderado Aduanal / Representante Legal Aduanal ) or external Customs brokerage ( Agente Aduanal ).
Ensure timely clearance of shipments through MX Customs while safeguarding Regal Rexnord’s Customs Compliance policies are being followed.
Educate and train internal customers on maquiladora compliance requirements.
Research and respond to daily inquiries on import/export shipments, ensuring timely clearance and compliance.
Audit a percentage of import and export declarations for compliance. Implement metrics and hold a quarterly broker review to discuss results and gaps with customs brokers for continuous improvement as applicable
Obtain special Import permits as applicable (i.e., steel).
Required Education / Experience / Skills:
Excellent leadership skills to create a culture of compliance throughout functions, levels and platforms in the organization
Excellent verbal and written communication skills
Ability to be analytically oriented and able to effectively problem solve and deliver on objectives
Strong attention to detail, dependable, and organized
Ability and skill with multitasking in a fast paced, fast growth and constantly changing environment.
Excellent follow-up and follow-through skills.
Demonstrated ability to complete projects on time
Strong interpersonal skills
Bachelor’s Degree from an accredited Institution
Minimum 7 years of experience with international trade and compliance
Knowledge of U.S. and MX Customs regulations and other governmental agencies.
Extensive experience with maquiladora regulations and compliance
Customs Agent license
