GE Vernova is seeking a Lead Technical Proposal Engineer in Querétaro, Mexico to architect winning EPC bids by translating complex client requirements into technically superior solutions. You will lead the ITO phase, define scope, BOM and cost estimates, and collaborate with cross-functional teams to deliver robust bid packages.

You will leverage HV/EHV substation design knowledge, drive proposal quality, and engage with commercial teams to present value-driven capabilities.

Formación

• Bachelor’s degree in Electrical Engineering or related field.
• Minimum 5 years in substation/electrical design, specs, and estimating for power generation, transmission or distribution.
• Minimum 2 years of technical proposal writing and management.

Responsabilidades

• Architect winning solutions with technical expertise to satisfy CTQs and drive high-margin EPC solutions.
• Lead the ITO phase with scope definition, BOM, cost estimation for engineering, testing, and commissioning.
• Design and implement reusable methodologies and templates to improve bid cost estimates and efficiency.
• Collaborate with Proposal Managers, Sourcing, and multi-discipline teams to create robust bid packages and manage vendor responses.
• Translate technical capabilities into clear, value-driven presentations for customers.
• Perform studies to verify design integrity and ensure proposals meet IEEE, NESC, ANSI, IEC, and other standards.

Job Description Summary

Are you a technical leader who thrives at the intersection of engineering excellence and commercial strategy? As the Lead Technical Proposal Engineer, you will serve as the technological point person for the entire Inquiry-to-Order (ITO) phase. You are the architect of our winning bids, translating complex client requirements into competitive, high-margin, and technically superior EPC (Engineer, Procure, & Construct) solutions. In this role, you won’t just write proposals—you will define the infrastructure of the future, working on high-impact projects ranging from conventional utility substations to advanced renewable grid integrations, FACTS, and HVDC segments.

What You Will Do

• Architect Winning Solutions: Provide technical expertise to develop comprehensive solutions (configuration, performance estimation, economics) that satisfy customer CTQs (Critical to Quality) and drive our "passion to win."
• Lead the ITO Phase: Drive the technical accuracy of proposals, including scope definition, installation requirements, bill of materials (BOM), and cost estimation for engineering, testing, and commissioning.
• Optimize Bid Competitiveness: Design and implement reusable methodologies, templates, and libraries to deliver highly accurate cost estimates with improved efficiency.
• Cross-Functional Collaboration: Partner with Proposal Managers, Sourcing, and multi-discipline engineering teams to create robust bid packages and manage vendor responses.
• Technical Advocacy: Interface with commercial teams to translate complex technical capabilities into clear, value-driven presentations for customers.
• Risk Mitigation: Perform essential studies to verify design integrity and ensure all proposals meet industry standards (IEEE, NESC, ANSI, IEC, etc.) while maintaining a keen focus on performance risk.

What You Will Bring

• Education: Bachelor of Science in Electrical Engineering or a related technical discipline.
• Experience: Minimum 5 years of experience in substation/electrical design, specifications, and estimating for power generation, transmission, or distribution.
• Proposal Expertise: Minimum 2 years of proven experience in technical proposal writing and management.
• Technical Proficiency: A solid foundation in HV/EHV substation physical design, protection & control schemes, SCADA communication systems, and power system studies.
• Strategy & Persuasion: Proven ability to build consensus, influence stakeholders, and communicate technical differentiators effectively.
• Agility: Willingness to travel up to 20% of the time, including international travel, to support customer presentations and site evaluations.
