Job Description:
Our client is opening a new manufacturing facility in Saltillo, Mexico, and they're looking for a dedicated HR & Administration Manager to establish and lead our local operations. This is a unique opportunity to build an HR function from the ground up for a rapidly growing international business. The ideal candidate is a hands-on leader who can manage all aspects of HR and administration while also serving as a strategic partner to the business.

Responsibilities:
  • Manage all HR and administrative functions, including developing and optimizing HR guidelines, systems, and procedures for our new international office.
  • Partner with business leaders to understand operational needs, identify challenges, and implement strategic HR solutions.
  • Lead the entire recruitment process, including developing local hiring channels to quickly staff manufacturing and corporate roles.
  • Oversee all local personnel management, from onboarding and offboarding to training, budgeting, and attendance.
  • Manage all office administration and logistics, including employee housing, transportation, and administrative procurement.
  • Ensure full compliance with safety and environmental regulations at the manufacturing site, coordinating with relevant authorities during inspections.

Requirements:
  • A Bachelor's degree or higher.
  • Fluency in Mandarin and Spanish/English is required, with strong skills in speaking, reading, and writingto communicate effectively with clients and partners.
  • A minimum of 3 years of HR experience in the manufacturing sector in Mexico.
  • A deep understanding of local labor laws, government regulations, and administrative procedures.
  • A responsible, meticulous, and disciplined professional with a strong work ethic.

Benefits and Logistics:
  • Schedule: Monday to Friday, 8:00 AM - 12:00 PM and 1:00 PM - 5:00 PM.
  • Time Off: 12 days of paid annual leave plus paid holidays.
  • Insurance: IMSS insurance is provided.
  • Housing: Shared rooms (2 people per room) with an approximately 30-minute commute to the office. A shuttle service will be arranged as the team grows.
  • Meals: Meals are provided for non-Mexican employees, with a company meal plan under development for all staff.
  • Location: This is an onsite position at our new facility in Calle Magna Parque Industrial Santa Maria in Saltillo, Coahuila. The total area of the facility is 60,000 square meters, with a 30,000 square meter factory. The projected capacity is 500 units per month. The facility is a self-built factory.
