Purpose and Scope:
The Lead, Government Affairs will be responsible for:
- The support on developing and implementing the Mexico government affiliate affairs and policy strategy to support therapy area and corporate business objectives, prioritising policy areas with major impact on business performance.
- Support on developing messages and materials to support policy objectives and engage directly with, or with the Director Market Access or with the Mexico General Manager, senior government and policy officials.
- Collaborate closely with stakeholders and any other government leaders to effect change that will positively impact Astellas, our patients and the pharmaceutical industry.
- Work cross-functionally to create and implement a comprehensive stakeholder map and plan for Government Affairs, identifying and scoping opportunities to shape the Affiliate’s external environment for the benefit of Astellas’ therapy areas and corporate objectives
Responsibilities and Accountabilities:
- Maintain a thorough understanding of the legislative and regulatory process impacting the Mexico Affiliate
- Development and implement plan for regular interaction with specific federal lobby consultants
- Manage budget for sponsorships as needed
- Provide strategic and tactical support to the Affiliate management and operations teams on Government Affairs, delivering an innovative best-in-industry service to support all areas of the business
- Lead on translating government policies for the business and ensure relevant policy levers are understood by the business and leveraged where appropriate
- Map the legislative cycle for key issues, managing the process by early intervention to exploit opportunities and defuse threats
- Support Astellas’ strategies and Market Access objectives by taking the lead locally in the Government Affairs arena, making effective use of tools, channels and stakeholders
- Attend key external committees and working groups and, senior management for participation in such activities, providing appropriate intelligence, support and guidance to achieve organisational objectives
- Develop and sustain positive relationships and alliances with key external stakeholders (working in collaboration with communications team and medical, where appropriate), including Patient Advocacy Groups, journalists, Academia and KOLs, developing compelling ideas to shape system designs and partner with influencers to achieve them
- Engage with industry bodies to obtain insights and build strong working relationships with industry peers to influence Pharma industry positions, working collaboratively to deliver Trade Association alignment with Astellas’ views
- Implement Government Affairs tools, campaigns and events, applying agreed local tailoring as required, organising a programme of activities in collaboration with relevant functions including Market Access, Communications, Marketing and Compliance and participate in AMIIF and CANIFARMA
- Represent the Affiliate in the Government Affairs Forum with the GA stakeholder network
- Work in close collaboration with International Market Head of Policy and Government affairs in the development of the affiliate agenda and coordinate the implementation of corporate objectives.
Required Qualifications:
- Extensive experience in a Government Affairs role in Pharma sector with strong stakeholder focus, in multi-disciplinary environment, driving the implementation of the Government Affairs strategy in a matrix environment
- Proven track record of interpreting decision-making and legislative processes and proactively identifying and shaping key issues across the legislative lifecycle
- Bachelor’s degree in political sciences, life or social sciences, economics or equivalent level of experience
- Demonstrable experience of implementing multiple projects
- Excellent organisational and problem-solving skills
- Fluent in the native Spanish and good written and spoken business English
- Flexible and quickly adapting to constantly changing environment

Direct experience of working in Government Affairs in Mexico
