The Role
The Crossborder Carriers Procurement and Operations Manager is responsible for overseeing all carrier operations and procurement activities for Northbound (NB) and Southbound (SB) movements. This position ensures carrier performance, compliance, and cost optimization while coordinating with internal teams, external carriers, and government entities.
Key Responsibilities
Carrier Procurement
- Maintain at least 10 qualified carrier options per border crossing point.
- Conduct on-site audits and validate carrier compliance with certifications and safety standards.
- Ensure carriers meet Transportes Limpio, CTPAT, and OEA requirements.
Operational Execution
- Manage day-to-day operations of carrier activities for all border crossings.
- Ensure capacity availability, accurate rate sheets, and timely assignments.
- Address operational issues such as late arrivals, inefficiencies, or delays.
Compliance & Risk Management
- Ensure all carriers are certified or compliant with U.S. CBP's CTPAT and Mexico's OEA standards.
- Guarantee shipments are executed per contract terms, and mitigate delays or errors to avoid penalties.
Customer and Carrier Relations
- Maintain continuous communication to ensure compliance, satisfaction, and prompt payments.
- Develop strong relationships with carriers, government agencies, and internal stakeholders.
Cost and Efficiency Optimization
- Monitor and analyze toll fees, crossing times, hours of service, and carrier charges.
- Propose optimized routes and efficient operational strategies.
Reporting & Problem-Solving
- Provide real-time visibility and EDI updates.
- Investigate and resolve disruptions, discrepancies, or audit findings.
Tools and Software
- Logistics Systems: McLeod, WMS, YMS, TMS.
- Communication Tools: Microsoft Teams, email, phone systems, WhatsApp, texts.
- Monitoring Tools: Government camera systems, internet access, and strong personal relationships with authorities at crossing points.
Education & Qualifications
- Education: Bachelor’s degree in Business, Logistics, Supply Chain Management, or related field.
- Certifications: Familiarity with CTPAT, OEA, and Transporte Limpio programs.
- Experience:
- Minimum 3+ years in carrier operations, procurement, or cross-border logistics.
- Experience with U.S. and Mexico customs and transportation systems.
- Project management experience is a plus.
- Technical Skills:
- Proficiency in TMS, YMS, WMS.
- Strong command of Microsoft Office (Excel, Word).
- Ability to use tracking tools and web-based platforms.

Working Conditions
- Schedule: Monday to Friday, 8:00 AM to 5:00 PM. Must be available on-call due to the 24/7 nature of logistics.
- Location: Office-based with occasional visits to carrier facilities, customer sites, and government agencies.
- Travel: Some travel required to border crossing locations and partner sites.

- Cost per border crossing point (NB and SB).
- On-time delivery performance for SB and NB shipments.
- Optimization of carrier and border crossing utilization.
- Customer satisfaction scores and feedback.
- Reduction of operational costs, including carrier fees, wait times, and crossing inefficiencies.
