A manufacturing company located in Tecate, Baja California is seeking a Controller responsible for overseeing all financial, accounting, tax, and regulatory compliance functions as per the IMMEX program. Overview

The Controller is responsible for overseeing all financial, accounting, tax, and regulatory compliance functions of the Mexican manufacturing entity operating under the IMMEX program.

This role partners with plant leadership and corporate finance teams to ensure accurate financial reporting, strong cost accounting practices, regulatory compliance, and effective financial planning in a manufacturing environment.

The Controller acts as a strategic business partner to operations leadership, supporting business decisions through financial analysis, cost management, and performance insights while ensuring compliance with Mexican Financial Reporting Standards (NIF), corporate reporting requirements, and applicable tax regulations.

The position is responsible for overseeing the financial, tax, and compliance functions of the plant, ensuring adherence to Mexican regulations and corporate financial reporting standards. Key responsibilities include supervising federal and state tax compliance such as income tax (ISR), value-added tax (VAT), and payroll-related obligations, as well as ensuring compliance with Mexican transfer pricing regulations applicable to maquiladora operations.

The role coordinates Safe Harbor calculations in accordance with Mexican tax regulations, based on the applicable methodology of either 6.9% of assets or 6.5% of operating costs, and supports the preparation of transfer pricing documentation and annual tax filings. In addition, the position serves as a liaison with external tax advisors, auditors, and regulatory authorities to ensure accurate reporting and regulatory compliance.

This role also leads the annual budgeting process and periodic financial forecasting, providing financial modeling and scenario analysis to support operational decision-making. Responsibilities include monitoring capital expenditures (CAPEX), ensuring proper asset capitalization, and analyzing working capital and cash flow performance to maintain financial stability.

The position oversees internal and external audit processes and acts as the primary liaison between the plant and corporate finance teams, ensuring timely and accurate submission of financial reporting packages to corporate headquarters.

Additionally, the role provides leadership to the accounting and finance team, supporting employee development, process improvements, and financial automation initiatives. The position promotes strong internal controls, compliance practices, and financial accountability while actively participating in the plant’s management team to support operational and strategic objectives.
