A governmental organization is seeking a Climate Change Economic Analysis Consultant in Mexico City. The role involves updating technical inputs and methodologies for mitigation actions in the Energy sector. Update previous technical inputs generated for the report “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement”, to provide information and analysis about cost-efficiency and cost-effectiveness for key mitigation interventions considered for the Energy sector (power generation, oil & gas, transport and industry).

Such elements will contribute to the development of an initial proposal of the Roadmap for the Implementation of Mexico’s Nationally Determined Contribution.

Deliverables And Payment Schedule:

Activities:

The consultancy must carry out at least the following activities:

  • Review the technical report “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement” developed by INECC for NDC sectors.
  • Review the calculation tools generated by the INECC for the Energy sector actions (power generation, oil & gas, transport and industry) considered in the report “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement”.
  • Identify information needs and propose a methodology for the update of the input data of the calculation tools for mitigation actions of the Energy sector, (power generation, oil & gas, transport and industry).
  • Consolidate the information generated in the updated calculators into the reporting formats mandated by the United Nations Framework Convention on Climate Change (UNFCCC), for each of the actions of the Energy sector analyzed.
  • Coordinate with GGIGI’s Mitigation Senior Associate for the consolidation of inputs, draft, and final version of deliverables.
  • Coordinate with the INECC (Climate Change Mitigation General Coordination) for the development of the activities listed above.
Expertise Required:

The consultant must meet the following requirements:

  • Mexican citizen.
  • Professional with a graduate degree in economics (e.g. energy, climate change, environmental) or finance.
  • Professional experience of at least seven (7) years of which three (3) years are in the cost-effectiveness and cost-benefit analysis of mitigation actions, marginal abatement cost curves, sectoral growth projections and sensitivity analysis.
  • Knowledge of climate change policy in Mexico.
  • Experience and a track record of success in conducting economic evaluation, especially cost efficiency and effectiveness evaluations for climate change mitigation.
  • Knowledge and experience in capacity building and enhancing competencies around economic evaluation.
  • Experience in statistical data analysis.
  • Experience with designing and implementing financial and economics modeling in developing countries.
  • Experiences of prior work with the Government of Mexico or subnational environmental authorities.
  • Excellent writing and proposals drafting skills both in English and Spanish.
  • Excellent skills in data analysis and critical thinking.
  • Strong skills in assertive communication.
  • Ability to produce deliverables with minimal supervision.
