IFAD, a UN specialized agency, seeks to strengthen operational policy guidance and country programme support in the Near East & North Africa division. The role focuses on fragile and conflict-affected situations, delivering policy advice, portfolio monitoring and risk mitigation across country programmes.

The candidate will engage in knowledge management, capacity building and coordination of results reporting, while providing managerial leadership to enhance IFAD-funded operations.

Organizational context: IFAD is an international financial institution and UN specialized agency dedicated to eradicating rural poverty and hunger by investing in rural people. The Near East & North Africa (NEN) Division oversees the design and delivery of IFAD country and regional programmes in the NEN region.

Job purpose: To provide authoritative advice on operational matters related to the divisional portfolio and contribute to corporate processes to enhance the efficiency of IFAD-funded operations, with a focus on fragile and conflict-affected situations.

Responsibilities: Contributes to operational policy advice and development; provides country programme advice and development, including monitoring portfolio performance and risk mitigation; engages in knowledge management and capacity building; coordinates results monitoring and reporting; provides managerial support and technical leadership; and supports NEN country programmes in fragile and conflict-affected situations.

Education: Advanced university degree in Rural Development, Finance, Economics, Public Policy or related studies from an accredited institution.

Work experience: At least eight (8) years of progressively responsible professional experience in implementation and supervision of rural development programmes, including two (2) years in a multicultural, international organization, rural development/financial institution or government service. Demonstrated capacity to understand the political economy and local context of fragility and forced displacement situations. Familiarity with fragility and conflict policies, tools, and instruments.
