Saipem seeks a senior Commissioning, Operation and Maintenance Manager to lead a dedicated team through the final project lifecycle, from commissioning preparation to operation and handover. The role emphasizes safety, performance, and cost control across onshore and offshore facilities.

You will drive cross-functional coordination, maintain safety standards, and optimize project execution while collaborating with multiple JV and Client teams in an international setting.

Competenze

• 15 years in a Commissioning, Operation and Maintenance Manager role within the fertilizer industry.
• Bachelor degree in engineering (preferably Chemical or Mechanical).
• English (Advanced); French & Arabic are nice to have.

• Ensure the execution of pre-commissioning, commissioning, start-up, test run, training, maintenance engineering, operation and handover activities of the plant to the Client.
• Ensure HSE and procedural compliance for both site and home office activities.
• Manage and coordinate commissioning, start-up, operation and maintenance activities, aligning all involved parties and ensuring schedule, cost and performance objectives.
• Ensure safe and efficient operation of the plant and maintenance of the Safety Management System and Planned Maintenance System.

Purpose of the position:

As Commissioning, Operation and Maintenance Manager, you will respond to the COMPL and be part of the Energy Carriers Business Line. In this role you will manage a dedicated team.

How can you support us? Here below your responsibilities:

• Ensure the execution of pre-commissioning, commissioning, start-up, test run, training, maintenance engineering, operation and handover activities of the plant to the Client, in line with contractual requirements and project objectives in terms of safety, quality, budget and schedule.
• Ensure HSE and procedural compliance for both site and home office activities, making sure that HSE procedures are available, applied and respected throughout all operational phases.
• Manage and coordinate commissioning, start-up, operation and maintenance activities, aligning all involved parties and ensuring achievement of schedule, cost and performance objectives.
• Ensure safe and efficient operation of the plant/production facilities, including the implementation and maintenance of the Safety Management System and the Planned Maintenance System.
• Manage resources, teams, budgets and operational/contractual interfaces, including team competency development, Client relationships, subcontractor/supplier management, operating cost control and reporting to management.

Summary

Education:

Bachelor of Science Degree in an Engineering Discipline (Preferably Chemical or Mechanical)

Experience:

15 years as a Commissioning, Operation and Maintenance Manager role within fertilizer industry

Languages:

English (Advanced) French & Arabic (nice to have)

Technical/IT Skills

• Work in Task Force coordinating with the project team, the different companies of the JVs and the Client.
• Ensure the execution of the head office activities concerning Pre-commissioning, Commissioning, Start Up, Test Run, Training, Maintenance Engineering, Operation and handing over of the Plant to the Client according to contractual requirements and project objectives in terms of safety, quality, budget and schedule.
• Ensure compliance of the Yard / Onshore Site activities for which is responsible with the established process and HSE requirements, while respecting the relative time and cost targets.
• Technical knowledge of FERTILIZER PLANT and Pre-commissioning, Commissioning, Start Up and Operation activities.
• Knowledge of the CMS, Engineering Systems and Tools (HEXAGON, WINPCS, ICAPS, etc.).
• Knowledge of PC, Windows, Office Software and IT implementation background.
• Capable to Read, interpret & prepare applicable technical information.

What else should you know?

You will have the opportunity to travel abroad based on the projects you will work for and within the Integrated Phosphate Project (PPI) assigned.
