One of our clients, a leading financial market infrastructure institution and India's premier commodity derivatives exchange, is looking to hire a VP – Technical Program Manager to lead enterprise-wide technology transformation programs, strengthen program governance, and drive the successful implementation of mission-critical technology initiatives. The role will be instrumental in streamlining complex technology programs, enabling the transition towards greater in-house technology capabilities, and ensuring execution excellence across the organization's evolving technology ecosystem.

Responsibilities:

Lead large-scale, cross-functional technology programs from planning and roadmap development through implementation, deployment, and stabilization.

Establish structured program governance, execution frameworks, milestones, dependencies, and performance metrics across multiple strategic technology initiatives.

Drive enterprise technology transformation, including platform modernization, technology integration, automation, and the transition towards in-house technology capabilities.

Collaborate closely with Engineering, Architecture, Infrastructure, DevOps, Cybersecurity, and Operations teams to ensure seamless implementation of complex technology programs.

Proactively identify and mitigate technical risks, delivery bottlenecks, resource constraints, and interdependencies to ensure timely program execution.

Oversee production readiness, system resilience, disaster recovery, business continuity, and technology risk management for mission-critical platforms.

Coordinate with internal audit, compliance, and technology stakeholders to ensure adherence to regulatory requirements and established governance standards.

Present program progress, strategic priorities, critical risks, and implementation roadmaps to executive leadership, enabling informed decision-making.

Drive continuous improvement in program management practices, delivery predictability, stakeholder alignment, and technology execution efficiency.

Qualifications:

17–18+ years of experience in technology, with a strong foundation in software development or engineering, followed by leadership in technical program management.

Proven experience managing and implementing large-scale, complex technology programs and enterprise transformation initiatives.

Strong technical understanding of software engineering, enterprise architecture, distributed systems, APIs, databases, and modern development practices. Exposure to Java, C++, .NET, or similar technology stacks.

Demonstrated expertise in technical program management, program governance, risk mitigation, implementation, and execution, including managing multiple parallel technology initiatives.

Strong knowledge of SDLC, Agile methodologies, DevOps, CI/CD, and modern technology delivery frameworks.

Preferred experience in capital markets, stock/commodity exchanges, securities, mutual funds, market infrastructure institutions (MIIs), or other SEBI-regulated environments.

Experience working on high-availability, high-volume, mission-critical technology platforms and large-scale modernization initiatives.

Strong executive stakeholder management, presentation, communication, and problem-solving capabilities, with demonstrated experience engaging senior technology leadership.

Ability to bring structure to complex technology environments, establish governance mechanisms, and drive cross-functional accountability and execution.
