Job summary

Innovatiview is seeking an experienced General Manager Bid Management to lead the government bid function. The role covers end-to-end tender management, strategy development, and presales for major EPC and infrastructure projects.

The candidate should have a deep understanding of government procurement, GeM/CPP portals, and the ability to guide cross-functional teams through complex bids. Strong communication and leadership are essential.

Qualifications

• Minimum 8+ years in Government Tendering, Bid Management and Presales.
• B Tech (Civil preferred) with strong knowledge of Government procurement processes.
• Proven experience managing large-value Government RFPs and infrastructure bids.
• Excellent technical and commercial proposal writing, costing and compliance.
• Strong stakeholder management and cross-functional leadership skills.
• Excellent communication, presentation, negotiation, and analytical abilities.
• Ability to work under strict timelines and manage multiple bids simultaneously.
• Proficiency in MS Office, Excel, PowerPoint, and tender management tools.

Responsibilities

• Lead end-to-end bid management for Central and State Government tenders.
• Develop bid strategies aligned with business objectives and client requirements.
• Manage the complete tender lifecycle, including EOI, RFP, RFQ, and GeM opportunities.
• Coordinate with cross-functional teams including Design, Engineering, Commercial, Finance, Legal, Procurement, and Project Management.
• Review tender documents, eligibility criteria, technical specifications, BOQs, and commercial terms.
• Prepare high-quality technical and commercial proposals, presentations, compliance documents, and bid submissions.
• Drive presales activities, including solution development, estimation, costing and proposal planning.
• Build strong relationships with Government departments, consultants, architects and ecosystem partners.
• Identify project risks, contractual obligations, and mitigation strategies before bid submission.
• Lead bid review meetings and ensure timely submission of compliant and competitive proposals.
• Mentor and manage the Bid Management and Presales team to improve efficiency and win rates.

Required Skills

• Must be B tech (Civil preferred) with minimum 8+ years of experience in Government Tendering, Bid Management, and Presales.
• Strong understanding of Government procurement processes, GFR, GeM, CPP Portal and e-tendering platforms with should be aware of proactive bid, QCBS Tender.
• Proven experience managing large-value Government RFPs and infrastructure bids.
• Excellent knowledge of technical proposal writing, commercial evaluation, costing and compliance.
• Strong stakeholder management and cross-functional leadership skills.
• Excellent communication, presentation, negotiation, and analytical abilities.
• Ability to work under strict timelines and manage multiple bids simultaneously.
• Proficiency in Microsoft Office, Excel, PowerPoint, and tender management tools.
