Job summary

IPE Global is seeking a State Manager to provide overall operational leadership for the Digital Governance and Social Protection programme in Munger and Samastipur, Bihar. The role will coordinate with government departments, district administrations, technology teams, and field teams to ensure timely rollout and outcomes.

The selected candidate will lead implementation, monitor progress, and build capacities across districts, with a one-year fixed-term contract, renewable based on performance

Qualifications

• Master’s degree in Public Policy, Rural Development, Social Development, Governance, or related discipline.
• Experience managing large development programmes.
• Experience with state governments and public sector partnerships.
• Experience in social protection, livelihoods, digital governance or poverty reduction preferred.

Job Description

The StateManager will provide overall operational leadership for implementation of theDigital Governance and Social Protection programme in Munger and Samastipur,Bihar. The role will coordinate implementation between government departments,district administrations, technology teams, and field teams to ensure timelyrollout of a DPI, effective interdepartmental convergence, and achievement ofprogramme outcomes.

The selectedcandidate will be awarded one-year fixed-term contract, renewable based onproject performance, funding availability, and organisational requirements.

ESSENTIAL DUTIESAND RESPONSIBILITIES

ProgrammeLeadership

• Lead day-to-dayimplementation of programme activities across pilot districts.
• Prepareimplementation plans, monitor progress, and ensure timely delivery ofmilestones.
• Coordinateprogramme implementation across technical, technology, MEL, and district teams.
• Ensure adherenceto programme quality standards and implementation protocols.

ProgrammeOperations

• Supervisedistrict implementation and resolve operational bottlenecks.
• Coordinaterollout of household listing, validation, entitlement mapping, and benefittracking.
• Monitorimplementation of escalation and accountability mechanisms.
• Ensure qualityimplementation of digital workflows.
• Build capacitiesof district teams, sub-district teams and relevant government frontline team.
• Promotecross-learning across districts.

GovernmentEngagement

• Serve as theprimary state-level interface with relevant government departments.
• Facilitateinterdepartmental convergence for household-level entitlement delivery.
• Supportoperationalisation of UCP within government systems.
• Coordinatestate-level review meetings and follow-up actions.

Monitoring andReporting

• Monitorprogramme performance using dashboards and field reports.
• Reviewimplementation progress and recommend corrective actions.
• Prepareprogramme reports and management updates.

Qualification, Skills & Experience

• Master'sdegree in Public Policy, Rural Development, Social Development, Governance,Management, or related discipline.
• Minimum10 years of experience managing large development programmes.
• Demonstratedexperience working with state governments.
• Experiencein social protection, livelihoods, digital governance, or poverty reductionprogrammes preferred.
• Strongprogramme management and stakeholder engagement skills.
• Excellentleadership, communication, and coordination abilities.
