Job summary

F5 Global Talent is seeking an experienced State & Local Government Proposal Manager to independently manage the full bidding lifecycle for U.S. state, county, city, municipal and local-government contracts. This is a full-time remote role for candidates based in India, aligned to U.S.

Eastern Time business hours. You will identify opportunities, review RFPs, RFQs and IFBs, build compliance checklists, coordinate documents, manage procurement portals and submit bids on time.

Qualifications

• 4–6+ years of hands-on U.S. state and local government contracting experience.
• Experience managing end-to-end RFPs, RFQs and IFBs.
• Strong written English and proposal-writing skills.
• Ability to work U.S. Eastern Time hours from India.
• Experience navigating procurement portals (e.g., BidPrime, Govly).

F5 Global Talent is hiring an experienced State & Local Government Proposal Manager to independently manage the full bidding lifecycle for U.S. state, county, city, municipal, and local-government contracts.

You’ll identify and qualify opportunities, review RFPs, RFQs and IFBs, build compliance checklists, coordinate proposal documents, manage procurement portals, submit bids on time, and follow opportunities through award and post-award activity.

This is not an administrative or research-only role. We need someone who has personally managed government bids from opportunity identification through compliant submission.

This is a full-time, remote role for candidates based in India, working U.S. Eastern Time business hours.

IMPORTANT

Direct hands-on experience with U.S. state and local government bidding is required.

Federal-only or private-sector proposal experience is not enough unless you also have demonstrated experience bidding with state, county, city, municipal, or other local-government agencies.

WHAT YOU’LL DO

• Identify and qualify state and local government contract opportunities
• Monitor procurement platforms such as BidPrime, Govly, and agency-specific portals
• Review RFPs, RFQs, and IFBs and extract every mandatory requirement
• Make bid/no-bid recommendations based on eligibility, scope, risk, and fit
• Build compliance matrices, checklists, timelines, and submission plans
• Coordinate proposal documentation and required forms across internal teams
• Manage vendor registrations and procurement-portal accounts
• Prepare and submit compliant bids through government procurement systems
• Track bid calendars, deadlines, amendments, and submission requirements
• Research historical awards and competitive pricing using public databases
• Maintain organized records of opportunities, submissions, awards, and agency activity
• Monitor award announcements and agency feedback
• Support post-award onboarding when a contract is won
• Build SOPs, templates, and repeatable workflows for the bid function
• Use AI-assisted tools responsibly while verifying important information against official solicitation documents

WHAT WE’RE LOOKING FOR

• 4–6+ years of direct, hands-on U.S. state and local government contracting, proposal, or bid-management experience
• Proven experience managing bids for state, county, city, municipal, or local-government agencies
• End-to-end RFP, RFQ, and IFB preparation and submission experience
• Compliance-matrix and requirements-tracking experience
• Bid qualification and bid/no-bid decision-making experience
• Vendor-registration and supplier-onboarding experience with government agencies
• Strong deadline and bid-pipeline management
• Experience researching historical awards and competitive information
• Strong written English and proposal-writing skills
• Excellent attention to detail and ability to manage several bids simultaneously
• Strong spreadsheet and document-management skills
• Ability to work independently with minimal supervision
• Availability to work U.S. Eastern Time business hours long term

NICE TO HAVE

• Familiarity with USASpending.gov or other public contract-award databases
• Experience maintaining bid dashboards and proposal-document libraries
• AI-assisted research and document-analysis experience
• Experience supporting U.S.-based companies pursuing public-sector contracts
• SOP and proposal-workflow development experience
