Job summary

Kochar Infotech in Amritsar is seeking a senior government liaison professional to manage engagements with state and central government skilling programs. You will coordinate with missions, directors, and district teams to unlock project opportunities and ensure compliant tender responses.

The role requires 8–10 years of relevant experience, a strong network with government agencies, and readiness for multi-state travel. Prior exposure to staffing/HR solutions is a plus.

Qualifications

  • 8–10 years in total experience with 3–4 years government liaisoning in skilling, employability, livelihood, or similar government agencies
  • Prior exposure to staffing/HRO business models is highly preferred
  • Existing personal network/connect with government skilling agencies and enterprises will be a strong advantage
  • Experience working across multiple states/geographies with willingness for outstation travel

Responsibilities

  • Act as the primary liaison with State Skill Development Missions, Sector Skill Councils (SSCs), NSDC, and related central/state government bodies.
  • Build and maintain working relationships with mission directors, IAS/state nodal officers, and district-level implementation teams to unlock new project opportunities.
  • Able to liaison with external organization/enterprise for placements
  • Track, respond to, and support bid/tender submissions (RFP/EOI) for government skilling and livelihood mission projects; coordinate documentation, compliance, empanelment and payment
  • Able to Build HRO framework on Manpower sourcing & supply
  • Partner with the internal sales team on the HRO/staffing line of business supporting upskilling of candidates and their supply/deployment as contract manpower to client organisations.

REQUIRED EXPERIENCE & BACKGROUND

SKILLS & COMPETENCIES
  • Strong stakeholder management and government liaisoning skills; comfort navigating bureaucratic and multi-level approval processes.
  • Working knowledge of skilling policy landscape, key schemes ,tendering/bidding processes, government documentation, and compliance requirements.
  • Excellent communication, negotiation, and relationship-building skills; presentable and confident with senior government & Enterprise stakeholders.
  • Cross-functional coordination skills to work with sales, training, operations, and finance teams.
  • Proficiency in MS Office/Excel/PowerPoint for tracking, reporting, and proposal preparation.
