Job Purpose
The Skill Development Manager will lead the end-to-end execution, compliance, and operational management of government-funded vocational training programs [e.g., PMKVY, DDU-GKY, NULM, State Skill Development Missions (SSDMs), or special regional skilling initiatives]. The ideal candidate will ensure absolute alignment with NSQF guidelines, flawless portal management, and strict adherence to target delivery and fund-release milestones.
Key Responsibilities
1. End-to-End Project Execution
- Lead the rollout and operations of skilling projects across multiple centers/districts, ensuring targets are achieved within stipulated timelines.
- Oversee candidate mobilization strategies, ensuring correct target group mapping, screening, and enrollment as per scheme guidelines.
- Manage the entire student lifecycle: from enrollment and biometric attendance to assessment coordination, certification, and mandatory placement tracking.
2. Portal Management & Data Analytics
- Own the data pipeline for government portals [e.g., Skill India Digital Hub (SIDH), State Skill Portals], ensuring real-time, error-free uploading of candidate profiles, batch creation, and assessment requests.
- Maintain comprehensive master trackers using advanced data management tools to track project progress, batch statuses, and placement verification docs.
3. Rigorous Compliance & Audit Readiness
- Ensure 100% compliance with guidelines issued by the National Skill Development Corporation (NSDC), Sector Skill Councils (SSCs), and Ministry bodies.
- Maintain absolute readiness for physical center inspections, desktop audits, and continuous monitoring visits by third‑party agencies.
- Standardize center infrastructure, laboratory equipment, and training materials to match the specific Qualification Packs (QP‑NOS) required for the courses.
4. Stakeholder & Liaison Management
- Act as the primary point of contact for District Magistrates, District Skill Committees (DSCs), Sector Skill Councils, and state department officials.
- Represent the organization at state/district‑level alignment meetings and workshops.
- Coordinate with external assessing bodies to ensure smooth, transparent independent assessments.
5. Financial Milestones & Reporting
- Track project operational expenses against the sanctioned budget.
- Prepare and submit error‑free progress reports, utilization certificates (UCs), and placement proof documents required for the timely release of project tranches/funds.
Required Qualifications & Experience
- Education: Graduate/Postgraduate degree in Management, Social Work, Public Policy, or related operational fields.
- Experience: 2 to 5 years of core experience executing government‑funded skilling projects in India.
- Proven Track Record: Direct experience navigating NSDC/SSDM compliance frameworks, center accreditation processes, and managing portal uploads is mandatory.
Key Skills & Technical Competencies
- Ecosystem Expertise: Deep knowledge of the National Skills Qualification Framework (NSQF), Common Norms, and QP‑NOS guidelines.
- Data Proficiency: Exceptional capability in managing large datasets, cross‑referencing information, and running complex analytical operations in Excel for internal audit tracking.
- Logistics & Execution: Proven ability to manage grass‑roots operations, including trainer deployments, equipment logistics, and rural candidate mobilization.
- Communication: Exceptional liaison and drafting skills in English and [Regional Language, e.g., Hindi] for official correspondence with government dignitaries.
