CosMicIT is seeking an experienced Software Asset Management (SAM) Expert at L3 to lead enterprise SAM operations, licensing compliance, modeling, and optimization initiatives. Deep hands-on expertise in ServiceNow SAM Pro, ELP, and Tier‑1 publisher licensing is required.

The role involves mentoring junior analysts, driving true-up/renewals, and collaborating with Procurement, Legal, Finance, and IT teams to manage licensing obligations and risks.

Qualifications

  • 7+ years of hands-on experience in Software Asset Management processes and operations.
  • Strong functional and operational expertise in ServiceNow SAM Pro.
  • Hands-on experience in software normalization, reconciliation, model creation, and governance.
  • Deep knowledge of Software Asset Lifecycle Management (request, procurement, deployment, usage, renewal, retirement).
  • Experience establishing and maintaining Effective License Position (ELP) for major publishers.
  • Strong ability to interpret software contracts, license agreements, entitlements, subscriptions, and maintenance terms.

Responsibilities

  • Lead enterprise SAM processes and provide L3 SME for complex licensing and compliance scenarios.
  • Configure, maintain, and govern software models and data within ServiceNow SAM Pro.
  • Drive software normalization, reconciliation, entitlement validation, and exception resolution.
  • Establish, review, and maintain ELP for strategic software publishers.
  • Analyze license consumption and utilization to identify compliance gaps, cost-saving opportunities, and optimization actions.
  • Interpret licensing terms and advise Procurement, Vendor Management, Legal, Finance, and technical teams on licensing obligations and risks.
  • Support true-up/true-down, renewal, contract negotiation, and audit activities with accurate licensing data and recommendations.
  • Develop and maintain SAM policies, standards, operating procedures, controls, dashboards, and compliance reports.
  • Investigate data quality issues across discovery, CMDB, entitlement, procurement, and contract records.
  • Mentor L1/L2 SAM analysts and guide resolution of complex cases.
  • Engage with stakeholders and publishers to drive timely closure of compliance, optimization, and governance actions.

  • Hands‑on experience in software normalization, reconciliation, software model creation, product classification, and model governance.
  • Deep knowledge of Software Asset Lifecycle Management, including request, procurement, deployment, usage, optimization, renewal, and retirement.
  • Experience establishing and maintaining Effective License Position (ELP) and compliance positions for major publishers.
  • Strong experience interpreting software contracts, license agreements, product use rights, entitlements, subscriptions, and maintenance terms.
  • Experience with Tier‑1 publisher licensing, including Microsoft, Oracle, SAP, IBM, Broadcom/VMware, Adobe, Red Hat, and Citrix.
  • Strong understanding of license metrics such as user, device, core, processor, virtual machine, concurrent, subscription, SaaS, and consumption‑based licensing.
  • Experience with software discovery, inventory, metering, usage analysis, and optimization.
  • Experience supporting internal reviews and external publisher audits, including evidence preparation and audit defense.
  • Strong analytical, reporting, stakeholder management, and vendor coordination skills.

Preferred Skills
  • Experience with Flexera One/FNMS, Snow License Manager, or another enterprise SAM platform.
  • Exposure to cloud and SaaS license management for Microsoft 365, Azure, AWS, or Google Cloud.
  • Knowledge of CMDB governance, Hardware Asset Management, Procurement, Vendor Management, and ITIL processes.
  • Experience with Power BI reporting, PowerShell automation, or FinOps practices.

  • SAP: User and engine licensing concepts, measurement and compliance support
  • IBM: PVU/VPC and sub‑capacity licensing concepts
  • Broadcom / VMware: Subscription and infrastructure licensing models
  • Adobe, Red Hat, Citrix: User, subscription, core/socket, and concurrent licensing concepts
