Role Objective
We are looking for an experienced Quantity Surveyor / Estimation Manager to manage project cost planning, quantity take-offs, estimation, budgeting, contract administration, procurement documentation, cost control, and commercial evaluation across real estate and infrastructure projects.
The role will be responsible for maintaining cost accuracy, budget control, cost variance monitoring, commercial documentation, and value engineering throughout the project lifecycle, from pre-construction and tendering through execution and project completion.
Key Responsibilities
1. Cost Estimation & Quantity Take-Offs
- Prepare accurate and detailed quantity take-offs and Bills of Quantities (BOQs) for real estate developments and associated infrastructure projects.
- Prepare detailed cost estimates, project budgets, rate analysis, and financial projections during pre-construction and execution stages.
- Review architectural, structural, MEP, and engineering drawings to determine quantities and establish accurate project cost baselines.
- Interpret technical specifications, tender documents, drawings, and contractual requirements for estimation and costing purposes.
- Apply International Rules of Measurement (IRM) and established industry standards for quantity measurement and valuation.
- Identify potential cost implications, scope gaps, and commercial risks during the estimation stage.
2. Tendering, Procurement & Commercial Evaluation
- Prepare and review tender documents, BOQs, scope of work, and commercial schedules.
- Conduct rate analysis, tender comparisons, bid evaluations, and commercial assessments of contractors, vendors, and suppliers.
- Support the procurement team in evaluating quotations and negotiating rates and commercial terms.
- Assist in commercial negotiations with contractors, subcontractors, vendors, and suppliers to achieve cost-effective project outcomes.
- Ensure that tender and procurement activities are aligned with approved project budgets and specifications.
3. Contract Administration & Documentation
- Prepare, review, and maintain commercial documentation including Work Orders (WOs), Purchase Orders (POs), Variation Orders, Contract Addendums, and related commercial documents.
- Review contractual terms, scope of work, quantities, rates, payment conditions, and commercial obligations.
- Monitor contractor and vendor compliance with contractual terms, approved BOQs, specifications, and agreed rates.
- Maintain proper records of contracts, variations, measurements, valuations, approvals, and commercial correspondence.
- Support contract administration throughout the project lifecycle.
4. Cost Control & Variance Analysis
- Monitor actual project expenditure against approved budgets and committed costs.
- Prepare Cost Variance Reports (CVR) and identify deviations from approved project budgets.
- Track project costs, commitments, variations, and potential cost overruns on a regular basis.
- Analyze cost trends and provide timely reports to senior management highlighting significant variances and commercial risks.
- Maintain accurate cost databases and project cost records.
5. Valuation, Billing & Financial Reporting
- Prepare and verify interim valuations, contractor bills, measurement sheets, and payment recommendations.
- Review contractor claims, quantities executed, variations, and supporting documentation before certification.
- Prepare monthly cost reports, financial progress summaries, and project cost statements.
- Assist in preparing cash flow forecasts and projected project expenditure.
- Coordinate with project, accounts, procurement, and engineering teams to ensure accurate financial and project data.
6. Value Engineering & Cost Optimization
- Identify opportunities for value engineering and cost optimization without compromising project quality, functionality, safety, or design intent.
- Evaluate alternative materials, construction methods, specifications, and design solutions from a commercial perspective.
- Provide cost-based recommendations to the design and project management teams.
- Monitor opportunities to reduce unnecessary expenditure and improve overall project cost efficiency.
7. Cross-Functional Coordination
- Coordinate closely with Design, Engineering, Projects, Procurement, Accounts & Finance, and Contractors to maintain accurate project cost information.
- Review project drawings and revisions to assess their impact on quantities, budgets, and project costs.
- Ensure consistency of commercial and project data across ERP systems and internal reporting platforms.
- Provide commercial and cost-related inputs to project management and senior leadership for decision-making.

Candidate Profile
- Bachelors or Master’s degree in Civil Engineering, Quantity Surveying, Construction Economics, or a related field.
- 8–10 years of relevant experience in Quantity Surveying, Estimation, Cost Management, Contract Administration, and Commercial Management.
- Strong experience specifically in Real Estate Development, Construction, or Infrastructure Projects.
- Professional certifications such as RICS or equivalent will be an added advantage.
- Strong knowledge of BOQ preparation, quantity take-offs, estimation, rate analysis, cost control, contract administration, and commercial documentation.
- Good understanding of International Rules of Measurement (IRM) and standard quantity surveying practices.
- Ability to interpret architectural, structural, MEP, and engineering drawings.
- Strong understanding of project budgets, cost variance analysis, contractor billing, valuations, and cash flow forecasting.
- Strong commercial negotiation and vendor/contractor management skills.
- Excellent analytical, numerical, documentation, and problem-solving abilities.
Software & Technical Skills
- AutoCAD – ability to interpret and work with construction drawings.
- Estimation & Quantity Surveying Software – PlanSwift, CostX, or similar tools.
- ERP Systems – SAP, Highrise, or similar construction/project ERP systems.
- Microsoft Excel – advanced proficiency in cost analysis, BOQs, reporting, financial calculations, and data management.
- Working knowledge of digital project documentation and commercial management systems.
