Job Description: Engineer – Quantity SurveyorPosition Overview
The Engineer – Quantity Surveyor will be responsible for managing the commercial and contractual aspects of construction and engineering projects from pre-construction through project completion. The role involves quantity measurement, cost estimation, tender management, budget monitoring, valuation of completed work, contract administration, and commercial reporting. The successful candidate will work closely with project managers, design teams, contractors, suppliers, consultants, and other stakeholders to ensure that projects are delivered within approved budgets, contractual requirements, timelines, and quality standards.
Key Responsibilities
Quantity Surveying and Cost Management
- Review drawings, specifications, schedules, and other project documents to prepare accurate quantity take-offs and bills of quantities.
- Prepare cost estimates, budgets, rate analyses, cost plans, and financial projections for construction and engineering works.
- Monitor project expenditure against approved budgets and identify cost variances at an early stage.
- Maintain up-to-date records of committed costs, actual costs, forecast costs, and projected final accounts.
- Evaluate the financial impact of design changes, scope revisions, material substitutions, and construction methodology changes.
- Support value engineering initiatives to optimize project costs without compromising safety, quality, functionality, or regulatory compliance.
Tendering and Procurement
- Prepare tender documentation, pricing schedules, bills of quantities, and commercial comparison statements.
- Assist with the identification and evaluation of contractors, subcontractors, suppliers, and service providers.
- Review tender submissions for completeness, commercial compliance, exclusions, qualifications, and pricing accuracy.
- Analyze quotations and prepare tender evaluation reports and recommendations for management approval.
- Support negotiations with contractors and suppliers to achieve commercially advantageous and contract-compliant outcomes.
- Assist in the preparation and finalization of subcontract and supplier agreements.
Contract Administration
- Administer construction and engineering contracts in accordance with approved terms, conditions, procedures, and applicable standards.
- Review contractual obligations, payment terms, insurance requirements, bonds, warranties, and other commercial provisions.
- Prepare, assess, and certify interim payment applications, progress claims, and payment certificates.
- Evaluate variations, change orders, claims, extensions of time, loss and expense submissions, and other contractual matters.
- Maintain detailed records of notices, instructions, approvals, correspondence, site measurements, and commercial decisions.
- Support the resolution of contractual issues, disputes, and commercial risks in coordination with the project and legal teams.
- Ensure that contractual deadlines, reporting requirements, and approval procedures are properly monitored and followed.
Measurement and Valuation
- Conduct site measurements and verify quantities of completed work in coordination with site and project teams.
- Measure work executed by contractors and subcontractors in accordance with drawings, specifications, contract documents, and agreed measurement rules.
- Validate materials delivered to site, approved materials on hand, and other eligible cost items.
- Prepare valuation statements, payment recommendations, variation assessments, and final account documentation.
- Reconcile measured quantities against approved drawings, site records, progress reports, and contractor submissions.
Reporting and Stakeholder Coordination
- Prepare regular commercial reports covering project cost, budget status, cash flow, commitments, risks, variations, claims, and forecast final costs.
- Provide accurate commercial information to project managers, senior management, clients, consultants, and other stakeholders.
- Participate in progress meetings, commercial meetings, tender reviews, variation review meetings, and project close-out discussions.
- Coordinate with engineering, procurement, planning, construction, finance, and quality teams to ensure consistent project information.
- Communicate commercial risks, potential cost overruns, and contractual concerns in a timely and professional manner.
Project Close-Out
- Prepare and agree final accounts with contractors, subcontractors, and suppliers.
- Verify completion documentation, outstanding works, defects-related costs, credits, deductions, and retention releases.
- Support the preparation of project financial close-out reports and lessons-learned documentation.
- Ensure that all commercial records, approvals, measurements, payment certificates, and contractual correspondence are properly archived.
Key Requirements
- Bachelor’s degree or diploma in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
- Professional experience in quantity surveying, cost control, contracts administration, or commercial management within the construction or engineering sector.
- Strong knowledge of construction measurement, estimating, tendering, valuation, cost control, and final account procedures.
- Understanding of construction contracts, variation management, payment certification, claims evaluation, and commercial risk management.
- Ability to interpret engineering drawings, technical specifications, bills of quantities, schedules, and contract documents.
- Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
- Familiarity with quantity surveying, estimating, cost management, enterprise resource planning, or project management software is beneficial.
- Strong numerical, analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple priorities, meet deadlines, and maintain accuracy in a project-driven environment.
- High level of integrity, attention to detail, commercial awareness, and professional judgment.
- Willingness to coordinate with project teams and undertake site visits as required.
Preferred Competencies
- Professional membership or progress toward certification with a recognized quantity surveying, engineering, or construction-related professional body.
- Experience working on commercial, industrial, infrastructure, building, civil, or multidisciplinary engineering projects.
- Knowledge of applicable construction laws, regulations, standards, measurement methods, and industry practices.
- Experience using advanced Excel functions, cost databases, project controls systems, or digital measurement tools.
- Ability to identify opportunities for cost savings and contribute to continuous improvement of commercial processes.
