Senior Engineer – Quantity SurveyorJob Summary

The Senior Engineer – Quantity Surveyor will be responsible for managing the commercial and contractual aspects of construction and engineering projects from pre-contract planning through project completion. The role requires strong expertise in quantity surveying, cost management, contract administration, procurement, measurement, valuation, and financial reporting. The successful candidate will work closely with project managers, engineers, consultants, contractors, suppliers, and clients to ensure that projects are delivered within approved budgets, contractual requirements, quality standards, and agreed timelines.

Cost Planning and Estimation
  • Prepare detailed quantity take-offs, bills of quantities, cost plans, budgets, and tender documentation.
  • Review drawings, specifications, scope documents, and technical information to identify project requirements and cost implications.
  • Develop accurate cost estimates for materials, labor, equipment, subcontractor works, and other project resources.
  • Monitor project costs against approved budgets and provide timely recommendations to maintain cost control.
  • Conduct value engineering reviews and propose commercially viable alternatives without compromising quality, safety, or performance.
Quantity Measurement and Valuation
  • Measure and value completed works in accordance with contract conditions, approved drawings, specifications, and applicable measurement standards.
  • Verify contractor, subcontractor, and supplier payment applications and prepare interim payment certificates.
  • Maintain accurate records of quantities, site progress, variations, materials on-site, and completed works.
  • Review and validate quantity changes arising from design development, site conditions, and construction progress.
  • Prepare final accounts and ensure that all measured works, adjustments, claims, and agreed variations are properly documented and settled.
Contract Administration
  • Administer construction and engineering contracts in accordance with contractual obligations and project procedures.
  • Review contract terms, scope of work, commercial risks, payment provisions, warranties, bonds, insurance requirements, and relevant deliverables.
  • Manage variations, change orders, extensions of time, disruption claims, loss and expense claims, and other contractual submissions.
  • Assess the financial and contractual impact of proposed changes and provide clear recommendations to project stakeholders.
  • Support the preparation of contractual notices, correspondence, records, and commercial reports.
  • Assist in resolving contractual and commercial disputes through effective documentation, negotiation, and stakeholder coordination.
Procurement and Tender Management
  • Support procurement planning and the preparation of tender packages, pricing schedules, and commercial evaluation criteria.
  • Review contractor and subcontractor quotations, analyze commercial qualifications, and prepare bid comparison statements.
  • Participate in tender clarification meetings, negotiations, and recommendation processes.
  • Assist with the selection and appointment of contractors, subcontractors, suppliers, and consultants in accordance with project and organizational procedures.
  • Monitor procurement commitments and ensure alignment with the approved project budget and delivery program.
Commercial Reporting and Cost Control
  • Prepare monthly cost reports, cash-flow forecasts, commitment reports, cost-to-complete assessments, and budget variance analyses.
  • Track project expenditure, commitments, accruals, forecast final costs, and potential commercial risks.
  • Provide management with accurate and timely information regarding project financial performance.
  • Maintain a comprehensive change control register and monitor the cumulative impact of variations on cost and schedule.
  • Identify cost overruns, financial exposure, and emerging risks, and recommend corrective actions.
Project and Stakeholder Coordination
  • Collaborate with project management, design, engineering, procurement, construction, finance, and legal teams.
  • Attend site meetings, progress meetings, commercial reviews, and coordination sessions as required.
  • Conduct site visits to verify progress, quantities, workmanship, materials, and compliance with approved documentation.
  • Establish and maintain effective working relationships with clients, consultants, contractors, suppliers, and internal stakeholders.
  • Provide guidance and technical support to quantity surveyors, engineers, commercial staff, and project team members.
Key Requirements
  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Significant professional experience in quantity surveying, cost management, commercial management, or contract administration within the construction or engineering sector.
  • Strong knowledge of measurement, estimating, tendering, valuation, cost reporting, procurement, and final account procedures.
  • Proven experience administering construction contracts and managing variations, claims, and commercial correspondence.
  • Ability to interpret drawings, specifications, schedules, contracts, and technical documentation.
  • Strong understanding of project cost control, forecasting, cash-flow management, and financial reporting.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and project cost-control systems.
  • Familiarity with quantity surveying, estimating, scheduling, or enterprise resource planning software is desirable.
  • Strong numerical, analytical, negotiation, communication, and problem-solving skills.
  • Ability to manage multiple priorities, meet deadlines, and work effectively in a project-driven environment.
  • High level of integrity, attention to detail, commercial awareness, and professional judgment.
Preferred Professional Attributes
  • Professional membership or certification with a recognized quantity surveying, engineering, or construction institution is preferred.
  • Experience working on major building, infrastructure, industrial, civil, or engineering projects is advantageous.
  • Knowledge of standard forms of construction contracts and applicable commercial practices is desirable.
