ManipalCigna Health Insurance Company Ltd. is seeking a Senior Manager for Non-IT Procurement to lead end-to-end sourcing, strategy, and governance across multiple functions in India.

The role requires strong commercial acumen, stakeholder management, and proven team leadership, with expertise in Oracle Fusion P2P (ERP) and cost optimization. You will drive high-value negotiations and oversee category strategies and supplier performance.

Qualifications

• 12–15 years of relevant procurement experience with Non-IT categories.
• 4–6 years of team-management experience preferred.
• Proven experience in strategic sourcing, category management, contract negotiation, vendor management and governance.
• MBA/PGDM in Supply Chain, Operations, Finance or related field preferred; CIPS/ISM CPSM advantageous.

• Lead end-to-end Non-IT procurement across key business functions.
• Drive RFP/RFQ processes, competitive bidding, negotiation and contracting.
• Develop category strategies focusing on cost optimization, service quality, supplier consolidation and risk mitigation.

Job description

The Senior Manager – Non-IT Procurement will be responsible for managing end-to-end sourcing and procurement across key business functions. The role requires strong commercial acumen, strategic sourcing capability, stakeholder management, vendor governance, negotiation expertise, and proven experience in leading a procurement team.

Key Responsibilities

• Lead end-to-end Non-IT procurement, from requirement assessment and sourcing strategy through RFP/RFQ, commercial negotiation, vendor finalization, contracting, PO issuance, and performance management.
• Should have expertise knowledge in implementing & handling Oracle Fusion P2P (ERP)
• Develop category-wise sourcing strategies focusing on cost optimization, service quality, supplier consolidation, and risk mitigation.
• Drive competitive sourcing through RFP/RFQ processes, bid evaluation, commercial benchmarking, negotiation, and total-cost analysis.
• Partner closely with senior business stakeholders and functional heads to understand requirements, challenge specifications where appropriate, and develop effective sourcing solutions.
• Lead high-value commercial negotiations and deliver measurable cost savings, cost avoidance, and commercial value.
• Manage supplier selection, onboarding, contracts, renewals, performance reviews, and supplier relationship management.
• Establish strong procurement governance covering competitive bidding, approval matrices, procurement deviations, audit documentation, and policy compliance.
• Manage and mentor the Non-IT procurement team, including work allocation, capability development, performance monitoring, and stakeholder alignment.
• Develop and present procurement MIS covering spend, savings, sourcing pipeline, contract renewals, supplier performance, and procurement SLA/KPIs to senior management.
• Outsourcing / Managed Services: Should have strong experience in sourcing and managing outsourced services, including manpower outsourcing, facility/admin services, call centre operations, HR services, marketing agencies, and other third-party service providers.
• Procurement SteerCo: Should have experience managing the Procurement Steering Committee (SteerCo) process, including preparation and presentation of commercial proposals, negotiation outcomes, vendor comparisons, savings/business cases, deviations, and recommendations for management approval.

Candidate Profile

• 12–15 years of relevant procurement experience, with significant exposure to Non-IT categories.
• Minimum 4–6 years of team-management experience preferred.
• Demonstrated experience managing multiple categories such as Admin, HR, Operations, Call Centre, MICE, Marketing, and Sales-related procurement.
• Strong experience in strategic sourcing, category management, contract negotiation, vendor management, and procurement governance.
• Excellent stakeholder management skills, with the ability to engage senior leadership and business/function heads.
• Strong commercial and analytical capabilities, including cost benchmarking, spend analysis, TCO evaluation, and negotiation strategy.
• Ability to manage large and complex RFPs and simultaneous sourcing projects within defined timelines.
• Strong understanding of procurement controls, compliance requirements, delegation/approval matrices, and audit processes.

Education & Preferred Qualifications

• Graduate degree from a recognized institution.
• MBA/PGDM in Supply Chain, Operations, Finance, or related discipline preferred.
• Professional certifications such as CIPS, ISM CPSM, or equivalent procurement/supply-chain certification would be an advantage.
