Job summary

Casagrand seeks a Regulatory Liaison specialist to manage approvals and engagements with BMC, MCGM, MHADA, SRA, and urban development bodies in Mumbai. You will drive DCPR 2034 compliance, optimize FSI, and coordinate with architects for sanction readiness.

You will oversee end-to-end approvals (IOD, CC, OC, environmental clearances, NOC from Fire and Airport authorities), ensure timely submissions, and report risks to leadership while maintaining regulatory documentation.

Qualifications

• Bachelor's degree mandatory.
• Preferred: Civil Engineering, Architecture, Urban Planning or Law.
• Proven track record in Mumbai real estate liaisoning and approvals.

Responsibilities

• Establish and maintain relationships with BMC/MCGM, MHADA, SRA and Urban Development Department.
• Drive approvals aligned with DCPR 2034: zoning, land use, FSI, TDR, layouts and sanctions.
• Oversee end-to-end approvals: IOD, CC, Environmental clearance, Fire NOCs, Airport Authority NOCs, OC.
• Coordinate redevelopment projects including Slum redevelopment, MHADA and cluster redevelopment schemes.
• Monitor regulatory risks, changes and ensure compliance with RERA and urban planning laws.

Key Responsibilities

• Regulatory Liaison & Approvals
  • Establish and maintain relationships with:
    • BMC / MCGM
    • MHADA
    • SRA (Slum Rehabilitation Authority)
    • Urban Development Department
  • Drive approvals aligned with DCPR 2034 provisions:
    • Zoning & land use compliance
    • FSI consumption (base, premium, fungible)
    • TDR loading and utilization
    • Layout & building plan sanctions
• DCPR 2034 Strategy & Advisory
  • Interpret and apply DCPR 2034 provisions to maximize project viability.
  • Advise internal teams on:
    • FSI optimization strategies
    • Redevelopment potential
    • Amenity space requirements
    • Setbacks, height restrictions, and open spaces
  • Work closely with architects and planning consultants to align designs with regulations.
• End-to-End Approval Management
  • Oversee approvals including:
    • IOD (Intimation of Disapproval)
    • CC (Commencement Certificate)
    • Environmental clearance
    • Fire NOCs, Airport Authority NOCs
    • Occupation Certificate (OC)
  • Ensure timely submission, follow-ups, and clearances.
• Redevelopment & Special Projects
  • Handle approvals for:
    • Slum redevelopment (SRA schemes)
    • MHADA redevelopment projects
    • Cluster redevelopment under DCPR 2034
  • Coordinate stakeholder consent and regulatory compliance.
• Risk Management & Compliance
  • Monitor regulatory risks, policy updates, and amendments in DCPR 2034.
  • Ensure compliance with:
    • Real Estate Regulatory Authority (RERA)
    • Environmental and urban planning laws
  • Resolve disputes and approval bottlenecks efficiently.
• Stakeholder & Government Relations
  • Build a strong network with municipal officers, planners, and regulatory authorities.
  • Represent the company in meetings, hearings, and policy discussions.
• Documentation & Reporting
  • Maintain records of all approvals and regulatory communications.
  • Provide periodic MIS reports to leadership on approval status and risks.

Key Requirements

Education

• Bachelors degree (mandatory)
• Preferred: Civil Engineering / Architecture / Urban Planning / Law

Experience

• 1525+ years in liaisoning within Mumbai real estate
• Proven expertise in DCPR 2034 and redevelopment frameworks
