Role Purpose
The incumbent will be responsible for the end-to-end management of statutory approvals, NOCs, Development Plans, and Building Plan approvals, with a strong focus on government liaison and regulatory coordination.
The role ensures timely procurement, amendments, renewals, and compliance of all statutory approvals for real estate and infrastructure projects, thereby minimizing regulatory risks and preventing project delays.
Key Responsibilities
1. Authority Liaison & Regulatory Coordination
- Act as the primary liaison with statutory and regulatory authorities across approvals, including:
- Planning Authorities: BIAAPA, KIADB, BDA, BMRDA, GBA, Local Bodies / Corporations
- Pollution Control: KSPCB (CFE & CFO/CTO)
- Environmental Authorities: SEIAA, MoEF&CC, Regional Offices
- Aviation & Defense: AAI, HAL, IAF
- Utilities & Others: Fire Department, Forest Department (Tree Cutting), BSNL, etc.
- Manage Development Plan (DP) & Building Plan approvals from relevant planning bodies.
- Coordinate meetings, inspections, site visits, and regulatory hearings.
- Ensure effective follow-ups and closure of authority queries.
- Represent the organization professionally before government bodies.
2. Statutory Approvals & NOCs Management
- Lead end-to-end processing of:
- All statutory NOCs and clearances
- Environmental approvals (EC, CFE, CFO)
- Handle amendments, revisions, and transfers of approvals due to design changes, ownership changes, or regulatory requirements.
- Track and manage approval dependencies and sequencing across multiple authorities.
- Maintain a comprehensive tracker for validity, compliance conditions, and renewal timelines.
3. Compliance Monitoring & Regulatory Filings
- Ensure adherence to conditions stipulated in:
- Pollution Control Consents
- Planning and Development approvals
- Coordinate submission of:
- Six-monthly EC compliance reports
- Filings through Parivesh / SPCB portals
- Address inspection observations, notices, and compliance gaps in coordination with internal teams and consultants.
4. Consultant & Stakeholder Coordination
- Coordinate with:
- Statutory consultants and liaison agents
- Planning & architectural teams
- Review and validate:
- Technical submissions
- Approval drawings
- Ensure alignment between design, legal, construction, and regulatory requirements.
5. Regulatory Advisory & Risk Management
- Applicability of statutory approvals and NOCs
- Approval strategies, timelines, and sequencing
- Risks arising from FAR changes, land-use modifications, or design revisions
- Monitor updates in:
- CPCB / SPCB regulations
- Planning authority guidelines
- Proactively recommend risk mitigation strategies to avoid penalties or approval delays.
Qualifications
- Bachelor’s Degree / Diploma in: Civil Engineering with AutoCAD knowledge.
- OR any relevant discipline with strong exposure to statutory approvals
Experience
- 5 – 12 years of relevant experience in:
- Obtaining statutory NOCs from:
- AAI, HAL, IAF
- KSPCB (CFE/CFO)
- Experience in real estate / infrastructure / township / industrial projects preferred
- Strong familiarity with Karnataka regulatory framework is essential
- Strong knowledge of statutory approval processes and regulatory authorities
- Proven expertise in government liaison and stakeholder management
- Excellent communication, negotiation, and documentation skills
- Ability to manage multiple approvals, deadlines, and complex projects
- Strong problem-solving and escalation-handling capability
