Position Details

Position Title: Senior Consultant

Area of Responsibility: Government Process Reengineering (Mineral Exploration)

Number of Positions: 01

Location: Jaipur, Rajasthan

Reporting To: Engagement Manager / Associate Director

Employment Type: Full-time

Experience Required: 6-10 Years

Role Overview

The Senior Consultant Government Process Reengineering leads the process reengineering workstream of a Programme Management Unit (PMU) supporting a State-level mineral exploration institution. The Institution plans and funds the exploration of the State's mineral resources, commissions regional and detailed exploration, runs testing and laboratory services, builds the State's geoscientific data and mineral information systems, and supports capacity building and technology adoption in the mineral sector. The role calls for someone who understands how publicly funded exploration actually works how proposals are invited, appraised, and sanctioned, how agencies are engaged and paid, how drilling and survey progress is verified, how exploration data and reports are received and used, and how proved mineral resources are carried forward into blocks and who can design those processes so they become faster, more consistent, and more transparent without weakening technical rigour or financial control.

The role spans study of how the Institution functions today, design of its operating procedures, delegation of powers, SOPs and service standards, organisational and laboratory capacity review, pilot rollout, and measurement of improvement. It requires the ability to work with geologists, technical officers, and administrative staff alike, and to design processes that hold up against the rules of the Institution and the applicable State financial and procurement rules.

Key Responsibilities
  • Study how the Institution functions today Map end to end how the Institution's activities are run today, covering annual planning and budgeting, proposal intake and appraisal, sanction, contracting, fund release, project monitoring, data receipt, and project closure, including steps, approval levels, documents, timelines, and handoffs between the Institution's secretariat, departmental offices, and executing agencies. Identify delays, reasons of inefficiencies, duplication, and bottlenecks with evidence.
  • Design the Institution's project cycle — Establish a documented end-to-end procedure covering invitation and intake of exploration proposals, technical and financial appraisal, due diligence, sanction, work order, milestone-linked release of funds, monitoring, completion, and closure.
  • Standardise technical appraisal — Develop commodity-wise and stage-wise appraisal checklists and criteria for exploration proposals, geological reports, and resource estimates, so that submissions are assessed consistently and repeated queries back to agencies are reduced.
  • Strengthen exploration project monitoring — Move monitoring to a risk-based approach, setting frequency and depth by project size, exploration stage, and the past performance of the executing agency. Standardise progress formats and evidence capture, and build field verification of drilling and sampling, and survey and drone data, into monitoring and review.
  • Design the exploration data process — Establish procedures for receipt, validation, quality control, custody, and archiving of exploration data and reports, and for publishing geoscientific data into the State's mineral directory, atlas, and geo-information systems and the public domain.
  • Design the block handover process — Define how completed exploration is converted into mineral blocks and handed over for notification and auction, including the data pack, sign-offs, and timelines at each stage.
  • Redesign laboratory and testing processes — Review sample receipt, chain of custody, analysis turnaround, and issue of test reports and certificates, and redesign them to cut delays and improve reliability of results, aligned to accreditation requirements and to a transparent, cost-recovery basis for external samples.
  • Design the fund and utilisation process — Establish procedures for receipt and reconciliation of contributions, operation of the Institution's accounts, sanction of expenditure within delegated powers, utilisation certification, and periodic financial reporting.
  • Review delegation of powers — Assess how technical, financial, and administrative decisions are distributed across the Institution's committees, its secretariat, and departmental offices, and recommend changes that speed up decisions without weakening accountability. Recommendations on delegation of powers and approval-workflow rationalisation.
  • Design procurement and empanelment processes — Establish processes for empanelment and selection of exploration agencies, drilling contractors, laboratories, and consultants, including tender and contract formats, performance evaluation, and rating.
  • Set service standards — Define turnaround times, service levels, and escalation rules for proposal appraisal, sanction, fund release, test report issue, and data provision.
  • Draft SOPs, manuals & formats — Prepare SOPs, procedural guidance notes, proposal and progress report formats, appraisal checklists, verification formats, and committee agenda and minutes templates that officers can use directly.
  • Design the governance calendar — Establish the working calendar and supporting processes for the Institution's committee meetings, including agenda preparation, circulation, minutes, action taken reports, and sub-committee working.
  • Assess organisation, workload & technical capacity — Review roles, staffing, technical manpower, and laboratory capacity, recommend structural or manpower changes where processes demand them, and identify capacity‑building needs and the institutions to meet them.
  • Keep designed processes legally sound — Ensure procedures comply with the rules of the Institution, the statutory framework governing minerals, and applicable State financial and procurement rules, working with the legal workstream.
  • Hand over to digital implementation — Work with the digital transformation workstream so that designed processes are correctly reflected in system requirements and workflows before technology is built.
  • Pilot, roll out & support adoption — Test designed processes on selected projects and offices, gather feedback from officers and agencies, refine, and support rollout with orientation material and handholding for technical and administrative staff.
  • Measure improvement — Define indicators such as appraisal turnaround, time from sanction to field mobilisation, fund utilisation, on-time project completion, report acceptance rate, and laboratory turnaround; establish a baseline and track improvement after implementation.
  • Engage stakeholders & report to leadership — Work with the Institution's secretariat, departmental officers, exploration and survey agencies, laboratories, and industry to understand pain points and build agreement on changes, and prepare assessment reports, recommendations, and presentations for senior leadership and the Institution's committees.
  • Additional responsibilities — Undertake other tasks assigned by reporting managers in line with project priorities.
Skills & Competencies
  • Mineral exploration understanding — Working knowledge of how exploration programmes are planned and run — target generation, surveys, drilling, sampling, assaying, and resource reporting — and of how exploration outcomes are carried forward into mineral blocks.
  • Process mapping & reengineering — Ability to document how processes run today, identify bottlenecks, and design practical procedures that officers and agencies will actually follow.
  • Understanding of government functioning — Working knowledge of how departments and State bodies operate, including file movement, approvals, delegation of powers, committee decision-making, and the role of field offices.
  • Public fund & procurement processes — Familiarity with public and government fund administration, annual plan and budget cycles, sanction and utilisation, delegation of financial powers, and public procurement and empanelment processes.
  • Technical appraisal & standards — Ability to define appraisal checklists, verification formats, and data and laboratory protocols that hold up technically and legally.
  • Drafting SOPs & manuals — Ability to write clear SOPs, procedural guidance notes, formats, and checklists for field use.
  • Organisational & capacity assessment — Ability to assess roles, staffing, technical manpower, and laboratory capacity and recommend changes.
  • Measurement — Ability to define indicators, establish baselines, and demonstrate improvement with data.
  • Stakeholder engagement & facilitation — Ability to run workshops and consultations with officers, agencies, and industry and build agreement on change.

Underpinned by a delivery focus, ownership, and the highest standards of integrity and professional conduct in complex, politically sensitive environments.

Qualifications & Experience
  • Education — Bachelor's degree in Geology, Applied Geology, Mining Engineering, Engineering, Economics, Public Administration, Management, or a related discipline.
  • Preferred — Master's (M.Sc. / M.Tech) in Geology, Applied Geology, or Mining Engineering, or a Master's / MBA in Public Policy, Public Administration, Management, or Operations; certification in process improvement (Lean, Six Sigma, or BPM) will be an added advantage. Candidates who have worked in or with a central or State geological, exploration, or mineral development agency, a mines and geology department, or a State mineral exploration or development organisation, and who have carried out process design, institutional strengthening, or ease‑of‑doing‑business work for government, will be preferred.
  • Experience — 6–10 years of experience combining mineral exploration or mineral sector programme work with process design, institutional strengthening, or public-sector consulting. Relevant government project experience — working in or with government departments, State bodies, PMUs, or publicly funded exploration or reform programmes — strongly preferred.
Tools & Technical Proficiency

Mandatory: MS Excel (Advanced), PowerPoint (Advanced), Word, Google Workspace, and MS Visio or equivalent process-mapping tools.

Desired: Power BI / Tableau, BPM / workflow tools, GIS (ArcGIS / QGIS), exploration data management and MIS platforms, and government and geoscience data portals.

Additional Information
  • Travel & mobility: willingness to travel within Rajasthan — including to exploration and drilling sites, laboratories, and field offices — and other locations for field visits and stakeholder consultations.
  • Equal opportunity: Amber & Mark welcomes applications from candidates across all backgrounds.
  • Background checks: shortlisted candidates may undergo background and reference verification.
