Role & responsibilities
1. Pre-Execution Safety Planning
A. Standard Operating Procedures (SOPs)
- Develop activity-specific SOPs for high-risk tasks (e.g., working at height, excavation, crane operations).
- Ensure stakeholder review and approval before execution.
B. Job Safety Analysis (JSA) / Risk Assessment
- Conduct Hazard Identification and Risk Assessment (HIRA).
- Recommend and implement control measures before work begins.
C. Work Permit System
- Implement a robust Work Permit system.
- Ensure six-party clearance before any work starts.
2. Site-Specific Safety Protocols
D. Working at Height
- Ensure scaffolding, lifelines, harnesses, and fall arrest systems.
- Monitor compliance and conduct surprise audits.
E. Man-Machine Interface Control
- Define safe zones for pedestrian and equipment movement.
- Use flagmen, barricades, and visual indicators effectively.
F. Cut-Out Openings in High-Rise Structures
- Barricade and mark all floor openings, lift shafts, and duct cut-outs.
- Approve temporary covers and edge protection systems.
3. Safety Implementation & Monitoring
G. Toolbox Talks & Safety Inductions
- Conduct daily toolbox talks and site inductions.
- Maintain records of safety training and awareness programs.
H. Daily Safety Walks & Audits
- Perform routine inspections and issue observations.
- Ensure closure of safety observations with the contractor.
Emergency Preparedness
- Implement emergency response plans and conduct mock drills.
- Ensure availability of fire extinguishers, first aid kits, and evacuation routes.
4. Safety Documentation & Reporting
J. Pre-Start Safety Review (PSSR)
- Conduct PSSR before commissioning or starting new activities.
- Verify signage, safety systems, and emergency protocols.
K. Incident Reporting & Investigation
- Investigate near misses, first-aid cases, and reportable incidents.
- Submit Root Cause Analysis (RCA) and corrective/preventive actions.
L. Safety Dashboards & MIS
- Maintain daily, weekly, and monthly safety reports.
- Present safety performance to client and management.
5. Coordination & Compliance
M. Coordination with EPC Contractor
- Align EPC contractors safety team with PMC and client expectations.
- Participate in joint safety committee meetings.
