Job summary

Council on Energy, Environment and Water (CEEW) New Delhi invites applications for Research Analyst – Cooling to support India’s transition to low-GWP refrigerants under Kigali Amendment. The role focuses on policy analysis, technology options and capacity-building.

We seek to hire a Research Analyst to support our ongoing work on enhancingthe access to sustainable cooling to the Indian population, with a primaryfocus on supporting India’s transition to low-GWP and cleaner refrigerants inaccordance with the Kigali Amendment to the Montreal Protocol. In addition tothe technology transition to phase down high GWP hydrofluorocarbons (HFCs), theexisting stock of refrigerant gases needs to be effectively managed (through lifecyclerefrigerant management practices) to avoid their emissions.

The candidate will be responsible for conducting research on appropriatepolicy mechanism, technology and capacity building needs, supply chain andmarket challenges, lifecycle impacts of alternative refrigerants, and businessmodels to inform policy making on refrigerant transition and refrigerantmanagement, and support its effective implementation. He/she would support theteam in conducting quantitative and qualitative research, including dataanalysis, survey design, stakeholder interviews and engagement, creatingknowledge products, and outreach. The ideal candidate should possess aneducational background in environmentalsciences/ engineering in relevant disciplines or public policy, or should have preliminaryunderstanding/ prior work experience in the refrigerants and cooling sector. Inaddition to the duties and responsibilities outlined here, the individualshould be prepared to take on additional responsibilities as necessary.

Job duties and accountabilities
Primary responsibilities - Research andanalysis
  • Conduct rigorous research to supportthe development and operationalisation of a lifecycle refrigerant managementplan in India.
  • Assess and provide inputs forimprovement of existing policy mechanisms and regulatory frameworks being usedglobally for refrigerant management.
  • Research and support design of businessmodels and incentive mechanisms to constitute an effective refrigerantrecycling/destruction system
  • Identify market and supply chain challengesin technology transition, and capacity needs for streamlining refrigeranttransition in India.
  • Research on lifecycle impactassessment of alternative refrigerants.
  • Develop, lead and leveragestakeholder participatory research to engage with the target research subjectsto refine project objectives, research scope, and build capacity.
  • Support in developing and conductprimary surveys and questionnaires, and to collect, collate and analyseresponses using different statistical and econometric approaches.
  • Develop research outputs in variousforms such as publications, journal papers, reports op-eds, and articles.
  • Conduct data mining, data analysis,and literature review to support the research team.
  • Collaborate with the team toidentify key research gaps and opportunities for improvement.
  • Ensure adherence to projecttimelines and deliverables.
  • Stay updated on emerging trends anddevelopments in the refrigerants and cooling space.
Other Responsibilities
  • Support the team and buildindividual capacity in strategic communications through regular blogs andop-eds.
  • Respond to research requests from seniorresearchers, discuss research needs, and prepare responses that synthesize andanalyze information.
  • Assist with program implementation,including help with preparing presentations.
  • Assist with planning and executingevents such as report launches, consultation workshops, roundtable discussions,etc.
  • Participate constructively in weeklyteam meetings.
  • Provide inputs on researchmethodology and data analysis tools.
Selection Criteria
Qualifications
  • Bachelors or Preferably Masters inScience/ Engineering/ Environmental Sciences/ Public Policy or relevantdisciplines
Work Experience
  • 0-3 years.
  • Prior working experience orfamiliarity with the refrigerants and cooling sector will be preferable.
