New Iron Ore Beneficiation Company - Greenfield Project Stage in Raipur, Chhattisgarh invites a Commercial Head Projects & Procurement. You will set up the complete commercial & procurement function for a new beneficiation plant, leading capex procurement and vendor development prior to start-up.

The role demands 12-20 years of experience with greenfield projects in beneficiation/mineral processing, with strong in vendor management and SAP MM expertise.

Qualifications

• B.E./B.Tech in Mechanical/Metallurgy/Mining with MBA preferred.
• 12-20 years of experience with at least 1 full greenfield project in beneficiation/mineral processing.
• Led machinery & capex procurement 200 Cr+ for a new plant.
• This role is 100% equipment/services focused till plant starts.

Responsibilities

• Procure end-to-end machinery and capex for beneficiation plant.
• Lead vendor development and localization for construction phase.
• Draft SOPs, manage contracts and ERP MM module.
• Negotiate with OEMs and suppliers; ensure GST compliance.
• Coordinate with Tech/PMC to freeze BOQ and align delivery schedules; drive 5-10% cost savings.
• Prepare capex approval notes and support lender meetings.

Job Description: Commercial Head Projects & Procurement

Role Stage: Pre- commissioning - 0 to 1 setup

Project Size: Beneficiation Plant

Role Purpose:

Set up complete commercial & procurement function for new beneficiation plant. Lead capex procurement of plant & machinery, vendor development, contracts before plant start-up.

Key Responsibilities - Project Phase:

• 1. Machinery & Capex Procurement - Core Focus
  • Responsible for end-to-end procurement of entire beneficiation plant package: Crushers, HPGR/Ball Mills, Screens, Hydro cyclones, Spirals, WHIMS/LIMS, Thickeners, Horizontal Belt Filters/Filter Press, Dryers, Conveyors, Stacker-Reclaimers, EOT Cranes, Electrical & Instrumentation
  • Float NITs, evaluate EPC vs multiple packages. Techno-commercial negotiations with Metso, FLSmidth, Outotec, TAKRAF, McNally, L&T, Thyssenkrupp
  • Finalize contracts with clear PG Test, LD, warranty, commissioning, AMC clauses.
  • Handle imports: LC opening, , logistics,
  • Prepare capex approval notes
• 2. Vendor Development & Localization - From Scratch
  • Identify & develop vendors for structural, fabrication, PEB, piping, electrical for project construction phase
  • Develop indigenous vendors for spares: mill liners, filter cloth, screens, pumps, gearboxes before operations start
  • Empanel contractors for civil, mechanical, electrical erection. Rate contracts for bulk items - cement, steel, cables
  • Set up vendor evaluation, registration & performance system in ERP
• 3. Contracts & Commercial Setup
  • Draft SOPs for PR-PO-payment, DOA matrix, contract management. Implement ERP MM module
  • Negotiate & finalize all service contracts: PMC, TPI, logistics,
  • Ensure GST.
• 4. Project Coordination & Cost Control
  • Work with Tech/PMC team to freeze BOQ, specs, delivery schedules. Align procurement with project L1 schedule
  • Cost control: 5-10% savings through negotiation, import substitution, packaging of contracts
  • Risk mitigation: Vendor advance BG, contract risk clauses, alternate vendor plan for critical equipment
  • Support MD in lender meetings, appraisal with banks/FIs on procurement progress
• 5. Pre-Operations Readiness
  • Plan & procure initial 3-6 months inventory of process consumables: grinding media, flocculants, filter cloth .
  • Set up warehouse, codification, insurance spares strategy before trial runs
  • Handhold transition from project procurement to O&M procurement post commissioning

Requirements:

Education: B.E./ B.Tech - Mechanical/Metallurgy/Mining + MBA preferred

Experience: 12-20 yrs with at least 1 full greenfield project execution in Beneficiation/Pellet/Mineral Processing/Cement/Steel.

Must have: Led machinery & capex procurement 200 Cr+ for new plant. (Strong in vendor development from zero).

This role is 100% equipment/services focused till plant starts.

Domain Knowledge - Mandatory:

Complete beneficiation equipment techno-commercials: specs, capacity, power, major OEMs, delivery timelines

EPC vs EPCM vs Multi-package contracting models. Import logistics & customs for project imports

Understanding of DPR, TEFR, Lender's Engineer requirements for disbursement

CTC Range: 18-24 LPA
