Responsibilities

  • Strategic Procurement & Planning: Develop and monitor procurement strategy and plans per project BOQs and site needs.
  • Vendor Development & Management: Identify, evaluate, approve and develop reliable vendors; maintain AVL.
  • Commercial Negotiation & Cost Optimization: Lead price, terms, delivery, warranties negotiations; seek optimal costs.
  • PO & Contract Management: Ensure PO accuracy, approvals, and alignment with budgets and terms.
  • Project & Cross-Functional Coordination: Align procurement with project execution; coordinate across teams.
  • Material Delivery & Expediting: Monitor delivery commitments; expedite critical materials and resolve delays.
  • Quality & Compliance: Ensure procurement adheres to specs, standards, and policies.
  • Inventory & Working Capital Management: Maintain optimum inventory; avoid overstocking.
  • Team Leadership & Process Management: Lead procurement team; define roles, targets, and workflows.
  • MIS & Management Reporting: Produce weekly/monthly procurement MIS and cost analyses

JOB DESCRIPTION PURCHASE HEAD
Role Overview

The Purchase Head will be responsible for leading and managing the complete procurement function of the organization, with a primary focus on electrical materials, equipment, services, and project-related requirements. The role requires strong expertise in strategic sourcing, vendor development, commercial negotiations, procurement planning, cost optimization, material availability, and supply-chain management. The Purchase Head will work closely with Project, Engineering, Stores, Accounts, and Management teams to ensure timely procurement while maintaining quality, cost efficiency, and adherence to company policies.

Key Responsibilities
1. Strategic Procurement & Planning
  • Develop and implement the overall procurement strategy aligned with business and project requirements.
  • Prepare and monitor procurement plans based on project BOQs, material schedules, budgets, and site requirements.
  • Lead procurement of electrical materials such as cables, panels, switchgear, transformers, lighting fixtures, conduits, LT/HT equipment, earthing materials, and other project-related items.
  • Ensure timely procurement to avoid project delays and material shortages.
  • Review procurement requirements and prioritize purchases based on project criticality and cash-flow considerations.
2. Vendor Development & Management
  • Identify, evaluate, approve, and develop reliable vendors and suppliers.
  • Establish and maintain a strong network of manufacturers, distributors, contractors, and strategic suppliers.
  • Negotiate and finalize commercial and technical terms with key vendors.
  • Conduct periodic vendor performance reviews based on quality, pricing, delivery, service, and payment terms.
  • Develop and maintain an updated Approved Vendor List (AVL).
  • Identify alternate vendors and sources to reduce dependency and procurement risks.
3. Commercial Negotiation & Cost Optimization
  • Lead negotiations for pricing, credit terms, delivery schedules, warranties, transportation, and other commercial conditions.
  • Ensure optimum purchase prices through competitive quotations, rate comparisons, market analysis, and bulk procurement.
  • Monitor market trends and price fluctuations for major electrical materials.
  • Identify opportunities for cost savings without compromising quality or project requirements.
  • Establish rate contracts / annual purchase agreements wherever commercially beneficial.
  • Review and approve major purchase proposals within delegated authority.
4. Purchase Order & Contract Management
  • Ensure proper preparation, review, approval, and release of Purchase Orders (POs).
  • Ensure all POs contain appropriate specifications, quantities, prices, delivery schedules, payment terms, warranty conditions, and other commercial clauses.
  • Review vendor quotations, comparative statements, and commercial negotiations before finalization.
  • Ensure procurement commitments remain within approved project budgets and management approvals.
  • Coordinate with Accounts and Legal teams regarding vendor agreements, payment terms, disputes, and contract closures.
5. Project & Cross-Functional Coordination
  • Coordinate closely with Project Managers, Engineering, Planning, Stores, Accounts, and Site teams.
  • Review project material requirements and ensure procurement is aligned with execution schedules.
  • Monitor critical materials and take proactive action to prevent delays.
  • Coordinate with site teams regarding material specifications, delivery priorities and urgent requirements.
  • Resolve procurement-related issues affecting project execution.
6. Material Delivery & Expediting
  • Establish systems for monitoring vendor delivery commitments.
  • Ensure timely follow-up and expediting of critical materials.
  • Track pending Purchase Orders and overdue deliveries.
  • Coordinate with vendors and logistics teams for timely dispatch and delivery.
  • Take corrective action in case of delays, shortages, quality issues or non-compliance.
  • Ensure rejected or defective materials are replaced within agreed timelines.
7. Quality & Compliance
  • Ensure procurement is carried out as per approved technical specifications, quality standards, project requirements and company policies.
  • Coordinate with Engineering / Quality / Site teams for technical approval of materials wherever required.
  • Ensure proper documentation of quotations, comparative statements, approvals, POs, invoices, delivery documents and vendor records.
  • Ensure procurement practices are transparent, compliant and properly documented.
  • Maintain appropriate procurement controls to minimize commercial and operational risks.
8. Inventory & Working Capital Management
  • Coordinate with Stores and Project teams to maintain optimum inventory levels.
  • Avoid unnecessary overstocking, excess purchases and material wastage.
  • Monitor slow‑moving and non‑moving materials and coordinate appropriate action.
  • Support material reconciliation and periodic stock audits.
  • Optimize procurement considering project requirements, inventory position, lead time and cash‑flow requirements.
9. Team Leadership & Process Management
  • Lead, guide and monitor the Purchase / Procurement team.
  • Define responsibilities, targets and performance expectations for team members.
  • Establish standard procurement processes, approval workflows and vendor evaluation systems.
  • Train and develop the procurement team on commercial negotiation, vendor management, documentation and procurement practices.
  • Monitor team performance and ensure timely completion of procurement activities.
10. MIS & Management Reporting
  • Prepare and present weekly and monthly procurement MIS to management.
  • Track project‑wise and material‑wise procurement status.
  • Monitor Purchase Order status, pending orders, overdue deliveries and critical materials.
  • Prepare vendor‑wise purchase analysis and cost comparison reports.
  • Report procurement savings, price trends, outstanding commitments and major procurement risks to management.
  • Provide management with procurement forecasts and recommendations for strategic purchases.
Skills & Competencies
  • Strong knowledge of electrical materials, equipment, specifications and market vendors.
  • Excellent commercial negotiation and vendor management skills.
  • Strong understanding of procurement processes in Electrical Contracting / EPC / Power Projects.
  • Good knowledge of BOQ, material planning, rate comparison and cost analysis.
  • Strong analytical and decision‑making abilities.
  • Good knowledge of ERP / Procurement / Inventory Management systems.
  • Excellent communication, coordination and leadership skills.
  • Ability to manage multiple projects and procurement priorities simultaneously.
  • Strong follow‑up and problem‑solving skills.
  • High level of integrity, accountability, discipline and commercial awareness.
  • Result‑oriented approach with the ability to work under pressure and meet strict project deadlines.
