Job summary

ICF, based in New Delhi, seeks a Senior Programme Manager to lead end-to-end programme and project management for rooftop solar initiatives. You will coordinate with central and state agencies, ensure governance standards, and develop standard documents for reviews.

The role is onsite at our client office in New Delhi. The candidate should hold a BE/BTech and MBA with 12+ years of experience, including 3+ years with government bodies in India on rooftop solar.

Qualifications

• Bachelor's in Engineering (Electrical / Renewable Energy / Power Systems) and MBA required.
• 12+ years of relevant experience.
• 3+ years with Central Govt./State Govts/Agencies in India on Rooftop Solar.

Responsibilities

• Overall programme and project management support with coordination across stakeholders and internal divisions.
• Regulatory coordination and integration of good practices for scheme execution and governance.
• Lead preparation and oversight of scheme-level standard documents (SBDs, manuals, quality documents) and master decks for reviews.
• Develop background notes, analytical briefs and presentation material for high-level reviews.
• Drive daily progress, performance analysis, issue resolution, and reporting quality across PMU workstreams.

Key responsibilities

• Lead preparation and oversight of scheme‑level standard documents, including Standard Bidding Documents (SBDs), implementation manuals/quality documents and master decks for reviews.
• Develop background notes, analytical briefs and presentation material for high‑level reviews and decision forums.
• Drive daily progress and performance analysis, issue resolution discipline and reporting quality across PMU workstreams.

Minimum qualifications

Bachelors degree in Engineering (preferably Electrical/Renewable Energy/Power Systems) AND Masters degree in Business Administration (MBA), or equivalent.

Preferred qualifications

Bachelor’s degree from NIT/IIT and Master’s degree from IIT/IIM

Minimum experience

12+ years of relevant experience.

Specific Project Experience

3+ years’ experience with Central Govt./State Govts/ Agencies in India, on Rooftop Solar.

Preferred competencies / skills

• Strong programme management and governance discipline (cadence, action tracking, closure).
• Ability to translate complex issues into crisp briefs and executive‑ready presentations.
• Stakeholder coordination capability across government, utilities, vendors and programme agencies.
• Strong analytical thinking and comfort with performance metrics and dashboards.

Location: New Delhi

Deployment: Full‑time, onsite

This will be a Fixed term contract for 18‑24 months to be stationed at our client office.
